1) Advance Notice of Proposed Rulemaking

On July 7, 1998, EPA published in the Federal Register (63 FR 36741) the Advance Notice of Proposed Rulemaking on the Water Quality Standards Regulation (ANPRM). The ANPRM outlines current regulatory provisions, accompanying guidance and policy, and current practices in the core areas of the water quality standards program. The ANPRM will provide the basis for a structured national discourse on the future of many aspects of the water quality standards program. EPA will co-host a series of three public meetings to facilitate public discussion and debate prior to the January 4, 1999, deadline for submittal of written public comments. The first meeting will be held in Philadelphia, PA on August 27-28, with two additional meetings slated for the Western and mid-Western regions of the United States in the Fall.

2) Proposed Effluent Guidelines for the Transportation Equipment Cleaning Industry

EPA recently published the proposed Effluent Limitations Guidelines, Pretreatment Standards, and New Source Performance Standards for the Transportation Equipment Cleaning Point Source Category. This proposed regulation establishes technology-based effluent limitations guidelines for the discharge of pollutants into waters of the United States and into publicly owned treatment works (POTWs) by existing and new facilities that perform transportation equipment cleaning operations.

3) National Clean Boating Week

National Clean Boating Week, July 11 - 19, 1998, is being sponsored by marinas and boating organizations nationwide to emphasize the link between clean boating and clean water. National Clean Boating Week will celebrate the success achieved in promoting clean boating and the awareness for clean water among recreational boaters and in meeting many of the environmental goals established for our coastal waters under the Coastal Zone Act and Reauthorization Amendments (CZARA) program.

The National Clean Boating Week Kickoff Celebration will be held at Harrington Harbor Marina in Friendship, Maryland on July 11, 1998. The day will include best management practices demonstrations, boat inspections, tours, and exhibits featured by the US Fish and Wildlife Service, Coast Guard, EPA, and others. 4) International Conference on Arsenic

EPA and eight other national organizations are sponsoring the Third International Conference on Arsenic Exposure and Health Effects in San Diego, California from July 12-15, with particular focus on arsenic in water and drinking water supplies around the world.
