Inside this week's WaterNews: 1) Five-Star Restoration Challenge Grant Program AnnouncedRecently, EPA, the National Association of Counties (NACo), the National Association of Service and Conservation Corps (NASCC), the National Fish and Wildlife Foundation (NFWF), and the Wildlife Habitat Council (WHC) announced the Five-Star Restoration Challenge Grant Program, an outgrowth of President Clinton's Clean Water Action Plan. The program is open to any public or private entity and provides modest financial assistance to support community- based wetland/riparian restoration projects and locally-based, natural resource stewardship.In order for projects to be selected, they must include a number of components: a strong on-the-ground habitat restoration element; a demonstration of ecological, educational, and/or socio-economic benefits; a one-year completion time-frame; and several other elements which are described on the website. Applications are due by February 1, 1999. For additional information on the program visit EPA's Office of Wetlands, Oceans and Watersheds website at http://www.epa.gov/owow/wetlands/restore/5star/ on the Internet. 2) Regulations to Address Mountaintop Mining in AppalachiaOn December 23, EPA announced a comprehensive, unified federal plan to regulate mountaintop coal mining and associated valley fills in Appalachia that will allow for surface mining, but will substantially improve protection of valley streams and other environmental resources. The proposal, developed by four federal agencies, will require an overall environmental assessment of all surface mines with a valley fill draining more than 250 acres. A comprehensive multi-agency environmental impact statement will be prepared to provide information that will help the agencies improve policies to protect water quality and limit damage to other environmental resources.For more information, visit EPA's Region 3 press releases for December 1998 at http://yosemite.epa.gov/r3/press.nsf/news.
