1) Proposed Effluent Guidelines for Centralized Waste Treatment

On January 13, EPA issued a supplemental proposal to establish technology-based effluent limitations guidelines for the Centralized Waste Treatment Point Source Category. Effluent guidelines are national regulations that establish restrictions on the dis charge of pollutants to surface waters or to publicly owned treatment works by specific categories of industries. These Centralized Waste Treatment guidelines will address facilities that treat or recover any industrial waste, wastewater, or used materia l from off-site. EPA estimates that compliance with this proposal will reduce the discharge of pollutants by at least 14.7 million pounds per year of conventional pollutants and 4.1 million pounds per year of toxic and non-conventional pollutants.

EPA is accepting comments on this proposal until March 15, 1999 and will conduct a public hearing on pretreatment standards on February 18, 1999. Additional information about this proposal can be found at http://www.epa.gov/waterscience/guide/ on the Internet.

2) Agencies Publish Stream Corridor Restoration Document

Fifteen federal agencies recently published the document A Stream Corridor Restoration: Principles, Processes, and Practices,@ which provides a logical framework to help environmental managers recognize needs, designs, and ways to implement stream restorat ion projects. It was developed by an interdisciplinary team of stream and watershed management specialists, hydrologists, engineers and other experts on restoration.
