1) Agencies Publish Draft Memorandum of Agreement on Endangered SpeciesOn January 15, 1999, EPA, the U.S. Fish and Wildlife Service, and the National Marine Fisheries Service published a Draft Memorandum of Agreement that describes how programs under the Clean Water Act and the Endangered Species Act (ESA) work together to protect endangered and threatened species of aquatic life. The major components of the draft agreement are: (1) procedures for interagency coordination and elevation, (2) national level water quality standards activities, (3) review of state and tribal water quality standards, and (4) oversight of state and tribal National Pollutant Discharge Elimination System permitting programs. The goal of this national approach is to ensure protection and recovery for listed species, provide greater regulatory predictability, and reduce the need to list new species. Public comments will be accepted by EPA until March 16, 1999.For additional information on the agreement please visit, EPA's Office of Science and Technology website at http://www.epa.gov/waterscience/standards/esa.html on the Internet. 2) EPA Releases New "Inventory of Watershed Training Courses"Interested in taking a watershed-related training course in 1999? If so, you will want to take a look at EPA's recently published "Inventory of Watershed Training Courses." A key action item in the Clean Water Action Plan, this Inventory provides one-page summaries of 180 watershed-related training courses sponsored by federal and state agencies and the private sector. The course summaries provide information to determine your level of interest and contacts for further information.The "Inventory of Watershed Training Courses" is available on the EPA's Office of Wetlands, Oceans, and Watersheds website at http://www.epa.gov/owow/watershed/wacademy/catalog.html . Free copies of the Inventory are also available from NCEPI at 800-490-9198 (please include the document number in requests: EPA 841-D-98-001).
