Inside this week's WaterNews: EPA Assistant Administrator Plans Report on Ballast WaterIn an effort to gain better control over the introduction of aquatic nuisance species through ballast water discharges, a number of West Coast and Great Lakes environmental groups have requested that EPA repeal the NPDES permit requirement exemption for ballast water discharges that currently exists in the Clean Water Act regulations. In response, EPA's Office of Water will develop a draft report for public comment on the mechanisms available to EPA to effectively control the introductions of aquatic nuisance species through ballast water discharges, including a plan for a potential amendment of existing regulations to allow NPDES permit authorities to issue permits for ballast water discharges. A final report with recommendations is expected to be issued in Spring 2000. In this effort, EPA will be working collectively with other federal agencies and in consultation with the new Invasive Species Council established under the new Executive Order on invasive species.The Executive Order on invasive species can be found at http://www.pub.whitehouse.gov/uri-res/I2R?urn:pdi://oma.eop.gov.us/1999/2/3/14.text.2 on the Internet.
