1) EPA Administrator Testifies on Clean Water Action Plan

On May 13, EPA Administrator Carol M. Browner and USDA Secretary Dan Glickman testified on the Clean Water Action Plan before the Senate Committee on Environment and Public Works. In addition to the accomplishments of the first year and future challenges, the Administrator highlighted two aspects of the Action Plan in her remarks: the commitment to restore and protect water resources on a watershed basis and the commitment to intergovernmental partnership in meeting water resource goals.

2) Assistant Administrator Outlines Water Program Vision EPA Assistant Administrator J. Charles Fox issued his vision for EPA's national water program. In this water program overview, the Assistant Administrator outlines recent key accomplishments of the national water program and describes focus areas for the national water program for the next 1-2 years. For the clean water program, areas include watershed restoration action strategies, TMDLS, the animal feeding operations (AFO) strategy, permit backlog, water quality standards program modernization, nonpoint source program upgrades, and water resource protection in Indian country. For the safe drinking water program, areas include state capacity development, source water assessments, the unregulated contaminant rule, the class V underground injection control rule, and the public notification rule.

The Assistant Administrator also outlines three areas of focus for building for the future: improving information about the conditions of waters; building a consensus for increased funding of water programs; and strengthening programs to protect coastal and estuarine waters.
