1) Deputy Assistant Administrator Testifies on Coastal Programs

On July 13, Deputy Assistant Administrator Dana Minerva testified before the House Subcommittee on Water Resources and the Environment of the Committee on Transportation and Infrastructure. The Deputy Assistant Administrator for Water spoke about what EPA is doing to protect estuaries and coastal waters. She also commented on pending legislation to protect and restore these natural resources. Her testimony can be found at http://www.epa.gov/ocirpage/testimony/071399dm.htm on the Internet.

2) EPA Proposes New Rule for Review and Approval of State and Tribal Water Quality Standards

EPA is proposing changes to the federal regulation that specifies when new and revised state and tribal water quality standards become effective. Today's proposal requires EPA approval on all new and revised state water quality standards before they are considered the applicable water quality standard. The proposed rule allows states or tribes to enforce new or revised standards without prior EPA review and approval only if a new or revised standard is more stringent than the applicable water quality standard. Existing water quality standards already in effect when the proposed rule is adopted are not affected by this change.
