Inside this week's WaterNews: Senate Hears Testimony on Clean Water ProgramsOn October 7, 1999, EPA Assistant Administrator for Water J. Charles Fox testified before the Senate Committee on Environment and Public Works to discuss the nation's investment in reducing water pollution and protecting the environment and human health through improvements in the nation's wastewater infrastructure. The Assistant Administrator also commented on several legislative proposals addressing clean water infrastructure, including combined sewer overflow policy and grants. On October 13, 1999, the Assistant Administrator testified again before the Senate Committee on Environment and Public Works to discuss the Nation's clean water program and several bills that would amend the Clean Water Act. In his testimony, the Assistant Administrator encouraged the Committee to consider the need to strengthen the Clean Water Act in several critical areas that are not now the subject of proposed legislation. Mr. Fox noted that the Clinton Administration proposed in its 1994 Clean Water Act Amendments to strengthen statutory authority to reduce polluted runoff, better protect wetlands, reduce toxic pollution, and improve compliance and enforcement. The Assistant Administrator also commented on the 'Tulloch' rule. He encouraged Congress to close the regulatory gap that threatens the loss of tens of thousands of acres of wetlands to drainage and excavation each year.
