1. New Curbs on Storm Water Runoff Announced

EPA announced the completion of another significant action under President Clinton*s Clean Water Action Plan*a new rule to protect America*s drinking water and waterways by curbing storm water runoff. The new storm water regulation will reduce storm water runoff from construction sites between one and five acres and municipal storm sewer systems in urbanized areas serving populations of less than 100,000. This new storm water rule builds on the existing program to control storm water runoff from municipalities with populations greater than 100,000 and 11 industrial categories, including construction disturbing over five acres. 2. House Hears Testimony on Total Maximum Daily Loads and Animal Feeding Operations

On October 28, Assistant Administrator J. Charles Fox testified before the Subcommittee on Department Operations, Oversight, Nutrition, and Forestry of the House Committee on Agriculture. The Assistant Administrator discussed the Clean Water Action Plan, the Total Maximum Daily Loads Program, and animal feeding operations. 3. EPA Seeks Public Comment On Toxic Chemicals In Great Lakes

EPA is seeking public comment on information and data gathered to date by EPA*s Great Lakes
National Program Office in its joint effort with Canada to eliminate persistent toxic substances in the Great Lakes. Preliminary draft reports are now available on Polychlorinated Biphenyls (PCBs), Mercury, Alkyl Lead, Benzo(a)Pyrene, and Hexachorobenzene. The reports were developed as a result of the Canada-United States Strategy for the Virtual Elimination of Persistent Toxic Substances in the Great Lakes, signed by both countries on April 7, l997.

EPA will take public comment through December 30, l999. Copies of the preliminary draft reports and additional information are available at http://www.epa.gov/bns/documents.html on the Internet.
