1) President Clinton Announces 2001 Budget Request
On February 7, Administrator Carol M. Browner announced President Clinton's proposed Fiscal Year 2001 budget of $7.3 billion for EPA. The Administration proposes to invest $50 million in a new initiative to protect and improve the Great Lakes and an additional $45 million in state grants for a new initiative aimed at waterways still in need of improvements. The budget provides states with the added flexibility of using up to 19 percent of the funds they receive under the Federal Clean Water State Revolving Fund to make grants, rather than loans, to implement projects to fight polluted runoff and protect the Nation's estuaries. It also provides a total of $250 million, an additional $50 million in FY2001, in grants to states and tribes for polluted runoff control projects. For information on the FY2001 budget request, visit

Charles Fox testified before the House Subcommittee on Water Resources and Environment of the Committee on Transportation and Infrastructure on February 9, 2000. He described the nature and extent of the water pollution problems in the United States today and provided an overview of the Administration's clean water agenda, including the actions EPA is taking in cooperation with its federal and state partners. Mr. Fox explained how the President's budget request for FY 2001 supports and strengthens these efforts. Charles Fox on the Total Maximum Daily Load (TMDL) program. The Assistant Administrator discussed the Clean Water Action Plan, restoring polluted waters and proposed regulatory revisions for the TMDL program.
