1) Drinking Water Public Notification Rules Improved EPA has revised its drinking water public notification requirements to ensure faster public notice in emergencies and better communication about potential health risks. The Safe Drinking Water Act requires public water systems to provide timely notice to their customers if there is any situation that may pose a public health risk. Required notices vary depending on the degree of risk, ranging from waterborne disease outbreaks to failure in properly testing drinking water. Public notification is provided in addition to the new annual Consumer Confidence Report, which gives customers an annual picture of their drinking water quality. Copies of the rule and a fact sheet are available at http://www.epa.gov/safewater/pn.html on the Internet. 2) EPA Amends Coal Mining Effluent Guidelines EPA is proposing to amend the current wastewater regulations for Coal Mining by adding requirements for two new subcategories. EPA proposes to establish a new subcategory that will address coal mining on lands that were already mined, called "Remining". Remining occurs on land that was mined prior to enactment of federal regulations. This proposal will encourage remining activities on abandoned mine lands. EPA also proposes to establish a second new subcategory that will address drainage from coal mining reclamation areas in the arid and semiarid western United States. This proposal will encourage the use of best management practices to control erosion and sediment from reclamation areas. EPA is conducting an Environmental Management Systems (EMS) initiative with 14 local government entities. The
participants were chosen to receive EMS training and technical assistance in a rigorous application process that
examined top management involvement, organizational support, and the ability of participants to share experiences
with similar entities
and affiliated organizations. The official project kick-off meeting will be held April 26-28, 2000 in Scottsdale, Arizona.
