WITH ANNUAL STRAW TARGETS BY EPA REGION

Water System Sanitary Surveys: Each year, all tribal community water systems will have undergone a sanitary survey within the previous three years. (OGWDW)

Water Quality Stadards: Cumulative number of tribes that have water quality standards approved by EPA. (OST)

*The universe is overstated because it should only include those tribes that have reservations and are eligible for TAS status, since they are the only ones that are eligible to administer a WQS program. OST will determine what the correct universe should be.

Monitoring: Of the total number of tribes that currently receive EPA funding, the number that have developed comprehensive monitoring strategies that serve all water quality management needs for all tribal waters, including all water body types, and provide their water quality data in a data suitable for storage in EPA’s STORET database. (OWOW)

STORET Database: Of the total number of tribes that currently receive EPA funding, and that have developed comprehensive monitoring strategies that serve all water quality management needs for all tribal waters, including all water body types, the number that provide their water quality data in a format suitable for storage in EPA’s STORET database.

Impaired Waters Measures: Number of tribes currently receiving EPA funding that have participated with states and/or with EPA in the development of measures (e.g., TMDLs or watershed based plans) to restore and protect watersheds with impaired waters. (OWOW)

All NPDES Permits in Indian country: Percentage of all NPDES permits that are considered current and, beginning in 2005, the percentage of high priority permits that are also current. (Permits for facilities in Indian country are to meet the same standard/schedule as facilities in the rest of the country.) Targets will be reevaluated once the universe of priority permits is defined cooperatively with states and tribes. (OWM)

High-Priority Permits: Percentage of all NPDES permits that are considered current, and beginning in 2005, the percentage of high-priority permits that are also current. Permits for facilities in Indian country are to meet the same standard / schedule as permits elsewhere in the country. (These targets will be reevaluated once the universe of priority permits is defined by EPA, in cooperation with tribes.) (OWM)

The 95% target is annual, beginning in 2005. The total 2005 target is more than 95%, but, without a universe, the calculation cannot be made. Regions are expected to define the universe of priority permits in Indian country in early 2005.

Wataershed-Based Projects: Number of tribes that have participated in watershed-based wetlands and stream corridor projects for which EPA has provided significant financial assistance. (Cumulative, including 104(b)(3) Wetland Program and Five Star restoration program funding and/or technical assistance.) (OWOW)
