Congress created the Environmental Protection Agency’s Clean Water State Revolving Fund (CWSRF) program in 1987 to serve as a long-term funding source for projects that clean and protect the nation’s waters. With over $60 billion in funds available for assistance to both large and small communities, it is the largest federal funding program for wastewater infrastructure projects across the country.
Nineteen years of integrity and performance have proven the CWSRF’s reputation as an efficient, innovative federal-state program. The 2005 Annual Report on the CWSRF provides an overview of the CWSRF’s financial performance while highlighting some of the program activities and successes through the past 19 years.
Report highlights:
- Operating in all 50 states and in Puerto Rico, the CWSRF program has provided $57.7 billion to 18,611 projects since its inception. In 2006 alone, the CWSRF funded $5.0 billion in high priority projects.
- The CWSRF funds a broad range of projects-from wastewater systems and nonpoint source pollution control to estuary management and a range of projects focusing on water quality.
- In 2006, the Office of Water issued a statement affirming EPA's policy on extended term financing for CWSRF assistance. The policy allows some borrowers the option to have an assistance repayment term that is greater than 20 years, which results in lower annual payments.
- EPA is working with states to facilitate an exchange of useful communications strategies and to develop additional outreach tools to help states achieve their programmatic goals, such as attracting new borrowers and targeting priority environmental needs.
- Since the CWSRF benefits reporting system debuted in 2005, states have linked $11.3 billion in CWSRF assistance to Clean Water Act goals. Over 75 percent of the total funding reported went to projects that aim to preserve water quality for aquatic life, provide for water recreation, and protect drinking water.
- This year, EPA recognized 30 outstanding borrowers with the 2nd Annual PISCES Awards (Performance and Innovation in the SRF Creating Environmental Success) for projects that demonstrated high-quality performance, financial integrity, and Clean Water Act compliance. The winners of the 2006 PICSES Awards are exemplary models of resourcefulness and vision in the CWSRF program.
