Success Stories: Clean Water Indian Set-Aside (ISA) Grant Program

The Environmental Protection Agency's (EPA) Clean Water Indian Set-Aside (ISA) Grant Program was created in 1987 under Section 518(c) of the Clean Water Act. The program provides grant funding to Indian tribes and Alaska Native Villages (ANVs) to assist them in the construction of wastewater treatment and disposal systems. The Office of Wastewater Management administers the program in cooperation with the Indian Health Service.

Since its creation, the ISA program has provided million of dollars to help tribes improve their public health and water quality. The ISA Program has been successfully implemented and is widely recognized as a model for infrastructure development in Indian country. The following are examples of projects where tribes and ANVs have overcome many obstacles to attain basic sanitation facilities for their residents:

EPA Region 8: Oglala Sioux Tribe, Pine Ridge Reservation Wastewater Facility, South Dakota
EPA Region 9: Tohono O'odham Nation, Sil Nakya Community Wastewater Facility, Arizona
EPA Region 10: Makah Wastewater Facility, Washington

Koyuk Wastewater Facility, Alaska

Savoonga Community Wastewater Facility, Alaska
