Status of FY 2004 Water Quality Cooperative Agreements Initial Proposals as of July 9, 2004
The Agency received more than 290 responses to our December 18, 2003, Federal Register Notice.
As of July 9, 2004, the following projects have been selected for further consideration. Sponsors have been, or will be, contacted and asked to submit a full application.

It is not anticipated that we will make selections beyond those shown above. It is expected that a solicitation for projects to be funded in FY 2005 will be issued during the first quarter of FY 2005.
There are a number of reasons why an initial proposal may not have been selected. Among them are:
- The competition was very keen. There were more very good projects to select from than we had the resources to fund.
- The IP may have addressed very real problems without addressing the criteria in the Notice; e.g., the project did not address a nationally important need, issue or interest or there was no plan to transfer results of the project to other potentially interested parties.
- Appeared to be a construction project that was not consistent with the Notice which noted that projects should be for "research, investigations, experiments, training, demonstrations, surveys and studies".
- Projects were submitted by "for profit" firms that are not eligible for these awards.
Frequently Asked Questions about the WQCA Program
Who is eligible for an award under this program?
Eligibility is established in Section 104 (b)(3) of the Clean Water Act. Eligible recipients are State water pollution control agencies, interstate agencies, other public or nonprofit private agencies, institutions, organizations, and individuals. For profit companies are not eligible for these agreements.
What type projects were selected in FY 2003?

How many IPs were submitted in FY 2003 and how many were asked to submit a full application?
More than 430 IPs were selected and the sponsors of approximately 30 of the IPs were asked to submit full applications.
What were some of the reasons that projects were not selected?

Can I submit more than one proposal?
Yes, more than one proposal may be submitted for consideration. Multiple submissions does not increase the odds of selection.
Can the project be for more than one year? How would a multi-year project be funded?
Projects can be for more than one year but rarely more than three. Multi-year projects are most likely to be funded on an incremental basis, subject to availability of funds and continued progress of the project.
