- The
National Center for Nonprofit Boards is dedicated to increasing
the effectiveness of nonprofit organizations by strengthening their
boards of directors. They offer publications and workshops.

integrates a geographic information system (GIS), national watershed

Cornell Mixing Zone Expert System (CORMIX) - CORMIX can be used
for the analysis, prediction, and design of aqueous toxic or
conventional pollutant discharges into diverse waterbodies.
- Dynamic Toxic Wasteload Allocation Model (DYNTOX)
- This tool assesses the impact of toxic discharges on receiving
water quality over the entire range of historical and future
conditions. DYNTOX is both a steady-state and dynamic wasteload
allocation model.
- Hydrological Simulation Program - FORTRAN (HSPF)
is a comprehensive package for simulation of watershed hydrology and water quality
for both conventional and toxic organic pollutants.

This site explains land cover digital data and its applications,
categories of data, and formats.
- River and Streamwater Quality Model (QUAL2K) - This
model is intended to be used as a water quality planning tool
for developing Total Maximum Daily Loads (TMDLs) and also can
be used in conjunction with field sampling for identifying the
magnitude and quality characteristics of nonpoint sources. This model is the successor to the QUAL2E model.

List - This web site contains a downloadable file of contact

- NPDES Permitting
Program - The Office of Wastewater Management has created
this site to provide information on the NPDES permitting program.
It offers a history of the program, downloadable permit applications,
and a library of general permits that have been issued.
- NPDES Permit
Writers Training Course - The objective of the course is
to provide the basic regulatory framework and technical considerations
that support the development of wastewater discharge permits
as required under the National Pollutant Discharge Elimination
System (NPDES) program. The course is designed for new permit
writers and highlights the process of developing, issuing, and
complying with NPDES permits.

- State Programmatic General Permits Guidance -
The Army Corps of Engineers is proposing to issue a Regulatory Guidance Letter
(RGL) that would establish national policy guidance for the
development and implementation of Programmatic General Permits
(PGPs). A PGP is a type of general permit issued by the Corps
that authorizes certain projects that are also regulated by
another federal, tribal, state, or local regulatory authority.

and Standards for Calculating Point Source Pollutant Loads Using
the Permit Compliance System (PCS).

Load (TMDL) Program - A TMDL is a calculation of the maximum
amount of pollutant that a waterbody can receive and still meet
water quality standards and the allocation of that amount to
the pollutant's sources. This site includes information on the
status of TMDLs and 303(d) reports in each state.

documents some of the most effective strategies being employed
by communities around the country to control urban runoff pollution,
which is among the top sources of water contamination in the country
today. The collection of 100 case studies compiled and evaluated
is intended to serve as a guide for local decisionmakers, municipal
officials, and environmental activists; it is also a resource
for citizens concerned about the quality of their local environment.

II of the NPDES Stormwater Program - This is a very useful
web page with a lot of information and good frequently asked questions,
including fact sheets, the final rule, the hotline phone number,
and other helpful links.
- National Stormwater BMP
Database

This database provides access to BMP performance data in a standardized
format for more then 90 BMP studies conducted over the past 15
years. The database may be searched and/or downloaded on this
web site and is also available on CD-ROM. Additional BMP studies
are currently being prepared for the database, which was developed
by the Urban Water Resources Research Council (UWRRC) of American
Society of Chemical Engineers under a cooperative agreement with
the U.S. Environmental Protection Agency.

on Developing Local Wetlands Projects - This document outlines
case studies of three programs: King County (Seattle), Washington;
Dade County (Miami), Florida; and Monroe County (Pocono Mountains),
Pennsylvania. It identifies the types of wetlands protection programs,
the methods of implementation, and the successes and failures
resulting from the establishment of these programs.

Guidance: Water Quality Standards for Wetlands - The objective
of this document is to assist states in applying their water quality
standards regulations to wetlands in accordance with the Agency's
Operating Guidance. Initial development of water quality standards
for wetlands provides the foundation for the development of more

on further research and policy development.

This site, developed by the U.S. Geological Survey (USGS), teaches
about wetlands. It includes articles on wetlands that address
technical aspects, management and research, and restoration. This
site also lists state USGS representatives who can be contacted
for more information.

Water Quality Standards Video - This 25-minute video is on
a key aspect of the EPA's national wetlands program-state/tribal
wetlands water quality standards. The video documents the key
components and benefits of wetlands standards through interviews
on the progress some states/tribes have made. Although the target
audience is state and tribal supervisors, the video should also
be useful to others, including state and federal legislative and
agency staff, wetland managers, environmental groups, watershed
planners, educators, businesses, farmers, industry groups, and
landowners.
