NOWTHEREFOREBEITORDAINED ,bytheBoardofCountyCommissionersof   HernandoCounty,Florida:thatthefollowingprovisionsareherebyenactedanddoherebybecometheGroundwaterProtectionandSitingOrdinanceofHernandoCounty.SECTION1:    SHORTTITLE      P  ThisordinanceshallbeknownandmaybecitedastheGroundwaterProtectionandSitingOrdinance.SECTION2:    INTENTANDPURPOSE    ݀ H ItistheintentandpurposeofthisOrdinancetoprotectandmaintainthequalityofgroundwaterinHernandoCountybyprovidingcriteriaforlandusesandthesitingoffacilitieswhichuse,handle,produce,storeordisposeofRegulatedSubstances;andbyprovidingprotectiontovulnerablefeatureswhichdischargedirectlytotheFloridanaquifer.ThisOrdinance,throughitsprovisions,shallprotectthequalityofwaterobtainedfromexistingandfuturecommunitypublicsupplywellsdescribedinthisordinance,inadditiontotheCountywidegroundwaterresources.SECTION3:    DEFINITIONS         p     1[STheefollowingtermsshallhavethemeaningsasfollowforthepurposeofthisordinance: P AnimalFeedingOperation:Alotorfacility(otherthananaquaticanimalproductionfacility)wherethefollowingconditionsaremet:0  A.Animalshavebeenorwillbestabledorconfinedandfedormaintainedforatotalof45daysormoreinany12monthperiod;and (#(# 0  B.Crops,vegetation,forage,growthorpostharvestresiduesarenotsustainedinthenormalgrowingseasonoveranyportionofthelotorfacility, (#(# 0  C.Twoormoreanimalfeedingoperationsundercommonownershiparedeemedtobeasingleanimalfeedingoperationiftheyareadjacenttoeachotheroriftheyutilizeacommonareaorsystemforthedisposalofwastes.
