2003 Watershed Proposals
Below please find the proposals for 18 of the 20 selected watersheds as submitted by the nominee. Submitted proposals for the Susquehanna Headwaters and Greater Blue Earth are not included due to electronic transmission problems and may be obtained in hard copy. It is important to note that during the grant negotiation process, changes were made so that in many instances the wording and/or scope of final workplan significantly differs from the initial proposal. In all case, proposals had to be edited to reflect the Agency's later determination that, in order to be funded under the current authority, the proposals needed to reflect a study rather than a demonstration. In addition, since the full requested appropriation was not approved, most, if not all, of the awardees received partial funding. In some cases, certain aspects of the proposal were not funded, in others the entire proposal was scaled back.
