Instructions for Utilizing BPAs for Green Awards and Novelties

  1. Purchases can be made by EPA Purchase Card (up to cardholder limit) and by Purchase Order placed by any EPA Contracting Officer. If ordering by Purchase Card, simply contact vendor directly and state that the order is being placed against the BPA. No need to notify the EPA Contracting Officer.

  2. For Purchase Orders, EPA employees should view the vendors' websites to see available products, and then contact their Contracting Officer to initiate an order with a Procurement Request. You may also contact the vendor directly to discuss product availability, customization of items, shipping costs, etc.

  3. Contracting Officers at EPA HQ in DC should prepare a Delivery Order (OF 347) in SPEDI, and reference the appropriate BPA number for the desired vendor in the appropriate field. When printing in SPEDI, be sure to print clauses.

  4. Contracting Officers in other locations can prepare a stand alone Delivery Order (OF 347) and reference the appropriate BPA number in the body of the description. No need to coordinate with the HQ Contracting Officer. The vendor is responsible for tracking usage.
