Region 5 is soliciting proposals from eligible applicants interested in applying for Federal assistance for projects to be funded from the Wetland Program Development Grants - Regions Allocation (CFDA 66.461 - Wetland Program Development Grants). Wetland Program Development Grants (WPDGs) provide eligible applicants an opportunity to conduct projects that promote the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. While WPDGs can continue to be used by recipients to build and refine any element of a comprehensive wetland program, proposals that address one or more of the three national priorities (Wetland Program Planning Based on the Four Core Elements, Regulation-Enhancing Wetland Protection and/or Monitoring and Assessment) identified in Section I FUNDING OPPORTUNITY DESCRIPTION may increase their chances of being selected for award (see Section V APPLICATION REVIEW INFORMATION). States, tribes, local government agencies, interstate agencies, and intertribal consortia are eligible to apply under this announcement. Universities that are agencies of state government are eligible. Non-profit organizations are not eligible to compete under this RFP.

Wetland Program Development Grants (WPDGs) provide eligible applicants an opportunity to conduct projects that promote the coordination and acceleration of research, investigations, experiments, training, demonstrations, surveys, and studies relating to the causes, effects, extent, prevention, reduction, and elimination of water pollution. While WPDGs can continue to be used by recipients to build and refine any element of a comprehensive wetland program, proposals that address one or more of the national priorities (Regulation-Enhancing Wetland Protection and/or Monitoring and Assessment) identified in Section I may increase their chances of being selected for award (see Section V). States, tribes, local government agencies, interstate agencies, and intertribal consortia are eligible to apply under this announcement. Non-profit organizations are not eligible to compete under this RFP. EPA Headquarters administers the national non-profit competition apart from the Regional local/state/tribe competitions and expects to issue a separate competitive announcement in the future. Tribes must be federally recognized, although “Treatment as a State" status is not a requirement. The term “interstate agency” is defined in CWA Section 502 as “an agency of two or more states established by or pursuant to an agreement or compact approved by the Congress, or any other agency of two or more states, having substantial powers or duties pertaining to the control of pollution as determined and approved by the Administrator.” Intertribal consortia must meet the requirements of 40 CFR 35.504. Universities that are agencies of state government are eligible. Universities that are not chartered as a part of state government are not eligible. Universities must include documentation in their proposal demonstrating that they are chartered as a part of state government. - Region 5 Forecasting Bacterial Exposure in Beach Settings [EPA-R5-WD-2008]
Region 5 is soliciting proposals from eligible applicants interested in applying for Federal assistance for Forecasting Bacterial Exposure in Beach Settings. Bacterial contamination of recreational waters, and the associated swimming advisories and beach closings is a serious problem in the Great Lakes and surrounding watersheds. To minimize human exposure and the resulting adverse human health consequences, regulatory officials and researchers from state and federal agencies and academia are developing tools to improve forecasting of bacterial contamination.This notice solicits request for proposals in two topic areas: evaluating and modeling non-point sources of bacterial contamination in a small watershed, and working closely with the researchers and collaborators as the models are developed and refined, to provide outreach and technical assistance. States and Universities that are agencies of State government in Region 5 are eligible to apply for funds through this competition. EPA anticipates awarding approximately $30,000 in a cooperative agreement for non-point source modeling and approximately $25,000 for a technical assistance and outreach grant. No matching funds are required, but cost leveraging is one of the criteria which will be considered by reviewers during evaluations.

awards for projects typically range between $25,000 and $250,000, but
can be larger. There is no specified upper or lower limit to the dollar
award, aside from the Region’s WPDG funding allotment. EPA Region
5 anticipates awarding grants under this announcement ranging in size
from $25,000 to $250,000. EPA Region 5 has approximately $600,000 available

- Region 5 is soliciting proposals from eligible applicants interested
in applying for Federal assistance for Water Quality Cooperative Agreements
(WQCA) under the Clean Water Act (CWA) Section 104(b)(3) for unique
and innovative projects to be conducted within the states of IL, IN,
MI, MN, OH or WI that address the requirements of the National Pollutant
Discharge Elimination System (NPDES) Program. Specifically, the Region
is requesting projects that will advance NPDES program strategies to
implement watershed-based efforts, reduce impacts of wet weather flows,
improve monitoring and assessment for environmental results, address
pollution from on-site and decentralized wastewater systems, build Tribal
capacity to effectively manage on-site and decentralized wastewater
treatment systems and demonstrate collaborative innovative approaches
to control or reduce pollution to protect and restore water quality
on a watershed basis. Projects awarded assistance under this announcement
may involve geospatial information. Region 5 intends to award up to
an estimated $1.90 million to eligible applicants through assistance
agreements that may typically range in size from $30,000 up to $300,000.
From the proposals received, EPA estimates up to 20-25 projects may
be selected to submit full applications. Region 5 reserves the right
to award less than the total amount available, to reject all proposals,
and to make no awards.

- EPA's Region 5 Groundwater and Drinking Water Branch (GWDWB) is currently
accepting proposals to carry out a program for providing technical assistance
and training to persons engaged in occupations involving the public
health aspects of providing safe drinking water as authorized by §1442
of the Safe Drinking Water Act (42 USC § 300j-1) on Indian Lands
in Wisconsin and Minnesota. This program would provide compliance assistance
to the Tribes in Region 5 and help Tribal governments and Tribal utilities
ensure their drinking water is safe and their wastewater is managed
effectively.
