Completeness of Clean-up at RCRA Sites

When RCRA sites or portions of RCRA sites are being cleaned-up and/or considered for reuse, the issue of how the completion of a clean-up is determined and documented is sometimes raised. In February 2003, EPA published a memorandum to EPA Regions and authorized States providing guidance on acknowledging completion of Corrective Action activities at RCRA treatment, storage and disposal facilities. The memo describes two types of completion determinations "Corrective Action Complete without Controls" and "Corrective Action Complete with Controls." Some EPA Regions also use tools, such as "no further action letters." Documents related to completion are posted here.
