Responsibilities

For the Environmental Assessment and Innovation Division, provides:

leadership, vision, and overall direction
overall planning
budgeting
accountability
communications services
liaison with other Regional programs, including negotiating Memoranda of Agreement

Serves as the central location for the following functions:

Regional liaison to the Office of Research and Development; provides technical and programmatic assistance in developing research and applied research goals and objectives

co-chairs the Regional Science Council and represents the Region on the National Science Council

manages the Regional Quality System including developing, maintaining, and implementing the Regional Quality Management Plan

directs the efforts of the Regional Quality Council (contacts from each of the Program Division and Offices in the Region)

reviews and approves divisional and state Quality Management Plans

conducts management assessments

provides technical expertise and training in quality assurance

Regional liaison to Headquarter's Office of Environmental Information Quality Staff

represents the Region in Quality Assurance related matters

supports the Regional Discharge Monitoring Report Quality Assurance Program, including interfacing with EPA Headquarters and states to conduct the annual National Pollution Discharge Elimination System performance evaluation study, and provides criteria for selecting inspection targets

the Division's Quality Assurance contact, responsible for the development, implementation and management of EAID's Quality Management Plan and associated Quality Assurance Program

evaluates state quality assurance plans submitted for Regional water monitoring projects
