Vision
Healthy waters in all our region's streams, rivers, wetlands, estuaries, and coasts through monitoring and identification of impairments, and restoration and program development through partnerships.
Responsibilities
The Office, led by an Associate Division Director, assesses the health of the region's inland and coastal aquatic habitats through application of sound science and collection of robust data, and supports development of state programs through science, partnerships, and grants. Teams are based in Philadelphia, Pennsylvania and Wheeling, West Virginia and include such expertise as:
- stream bioassessments,
- biocriteria development,
- wetland assessment,
- wetland water quality standards,
- water and sediment quality sampling,
- toxicity testing,
- fisheries surveys,
- electrofishing,
- regional dive program,
- marine mammal surveys,
- coastal and ocean assessments,
- artificial reef monitoring, and
- wetlands restoration and program development.
The Office has a fleet of six boats and a Remotely Operated Vehicle for unmanned underwater reconnaissance, and also uses EPA's Ocean Survey Vessel Bold for coastal and ocean surveys.

Programs
- Freshwater Biology Program, Wheeling, West Virginia
- Freshwater Biology Team - assesses the condition of streams, rivers and lakes using macroinvertebrate and fish assemblages, habitat assessments and water quality data; provides expertise in toxicity testing; and administers the Biocriteria Program
- Coastal and Ecosystems Program, Philadelphia, Pennsylvania
- Coastal Science Team - monitors water and wildlife along the coasts of and in the Atlantic ocean off of Delaware, Maryland and Virginia
- Wetland Science Team - assesses wetlands, gives grants to state and local governments, helps with watershed and wetland restoration and mitigation
