Landfill Cap Construction Complete!

This fall, the U.S. Environmental Protection Agency (EPA), the U.S. Army Corps of Engineers (USACE) and the site contractor, Republic Environmental Systems, Inc. (RES), successfully completed construction of the landfill cap at the East Mt. Zion Superfund Site located in York County, Pennsylvania. This construction marks the end of the Landfill Closure Project and the beginning of final site cleanup completion activities.

During the past 16 months, workers completed the following activities at the site:

Final Site Inspections

In October 1998, representatives from EPA, USACE, RES, the Pennsylvania Department of Environmental Protection (PADEP), the York County Board of Parks and their consultants conducted a pre-final inspection of the cap and other construction work. This inspection was conducted to ensure that all activities were completed in accordance with EPA's Record of Decision (ROD), Remedial Design and Quality Assurance Plan.

During this inspection, EPA identified a few minor items at the site that needed to be addressed. Subsequent to this inspection, USACE and RES completed the work necessary to address these items. In December 1998, EPA conducted a final site inspection and determined that all construction activities were completed in accordance with EPA requirements.

Next Steps

On February 4, 1999, EPA issued a Preliminary Close Out Report (PCOR) for the East Mt. Zion Site. The PCOR outlines the completed construction activities at the site and list the activities remaining for final site completion. In addition to issuing the PCOR, EPA will initiate the ground water sampling and monitoring program at the site. This sampling and monitoring program will determine if the cap is successful in preventing water from coming in contact with the waste and further contaminating the ground water beneath the site. Furthermore, deed restrictions will be placed on the site to prevent any future use of the property.

EPA will conduct periodic reviews of the site to evaluate the effectiveness of the cleanup. However, long-term operation and maintenance of the landfill cap, sampling of the ground water wells and all other remaining aspects of the cleanup will be handled by PADEP.

Once the site conditions meet the cleanup goals EPA identified in its 1990 ROD, EPA will remove the site from the National Priorities List.
