Site Status
- The PADEP has taken over operation and maintenance on the Butz Landfill Site. In addition, the EPA hydrogeologist is reviewing a groundwater treatability Study Report on the Site and EPA will be conducting another round of vapor intrusion sampling on some previous homes that were sampled during the winter.
- The EPA is in the process of cleaning up the groundwater, contaminated with the solvent trichloroethylene (TCE) and other organic compounds emanating from the Butz Landfill.
- In 1992, the agency installed a public water supply line to serve about 50 private residences that had been using the contaminated groundwater.
- In 2001 and 2002, the agency also designed and built a groundwater treatment system which consists of pumping the groundwater from underground and treating it to remove the contaminants. The system has been operating properly, as confirmed by two five-year reviews, in 2001 and 2006.
- In 2007 and 2008, the EPA performed two rounds of vapor intrusion sampling to see if contaminated vapors were entering nearby residences from the soil beneath and around their homes. The EPA will be conducting another round of vapor intrusion sampling on selected homes to confirm results, and then will inform residents of those results.
- In 2009, the agency started a pilot study to enhance the effectiveness of the groundwater treatment system. Emulsified vegetable oil was injected into the extraction wells to enhance the formation of bacteria. The bacteria, in turn, degrades the TCE.
- In spring 2011, EPA plans to continue investigation of the in-situ injections which have a potential to lower concentrations of TCE at the hot spots of contamination.
- The EPA will continue operating the pump-and-treat system until August 2011, when the state will take the responsibility for operation and maintenance of the site.
- The state takes the responsibility for operation and maintence of the site on September 1, 2011.
Background
- The Butz Landfill is located on 13 acres in rural Monroe County, Pa.
- It is a former municipal dump, where the groundwater is contaminated with the solvent trichloroethylene and other organic compounds. The contamination has remained stationary and stable.
- In 1986, the state requested EPA’s assistance in defining and resolving the site’s contamination problem.

- In 1986, about 50 residences were supplied with bottled water or carbon filtration systems to remove contaminants from their water supply. Two additional homes were supplied with air-stripping units, a more aggressive treatment for drinking water.
- In 1986, EPA performed geological studies and installed 17 groundwater monitoring wells to determine the location and flow of the contaminated groundwater.
- In 1990, the EPA issued the Record of Decision (ROD) a formal document outlining how to address the site’s contamination long-term
- In 1992, a public water supply line was completed to supply free municipal water connections to all the affected residences.
- In 1992, EPA issued another ROD to contain and reduce the size of the contaminant plume in the groundwater. The groundwater pump and treat method was selected to achieve this goal.
- Since 2010 EPA has been investigating a in-situ injection of chemicals to the ground water to enchance the remedy.
- The EPA is currently reviewing results from the Treatability Report which was completed in 2012. The site operation and maintenance was transferred to PADEP in 2012. EPA completed a vapor intrusion sampling of residents near the site January 2013. Results will be shared with residents in March 2013.
Contaminants and Risks
- Groundwater in the area contains volatile organic compounds, mainly the solvent trichloroethylene (TCE).
- No residents are currently threatened by the groundwater contamination.
