- The US Environmental Protection Agency (EPA) performed an environmental study, called a Remedial Investigation (RI) at Safety Light Corporation (SLC) in three separate pieces, called Operable Units (OU).
- Limited demolition work was completed at the site in the summer of 2009. Seven damaged and structurally unsafe on-site buildings and related debris were removed.
- EPA has a cleanup plan for the remaining on-site buildings under Operable Unit-1 (OU-1). This cleanup will involve the demolition of both the radioactive and non-radioactive Safety Light structures and removal of the debris to a properly licensed disposal facility.

- Pre-Demolition activites are currently being performed for the remaining site buildings (OU-1 Remedy).
- These activities include execution of a state Superfund contract and development of a demolition debris disposal strategy.
- Groundwater monitoring data is currently being organized and evaluated for Operable Unit 2 (OU-2), and EPA is preparing a Remedial Investigation report. During 2013 EPA will collect ground water samples at a distance from the Safety Light Site to determine background concentrations of radionuclides and metals.
- The soils/sediment/surface water data for Operable Unit 3 (OU-3) is currently being organized and evaluated, with an Remedial Investigation report from EPA to follow.
- Although SLC no longer performs production activities at the site using radionuclides, Safety Light is continuing to perform safety/security activities at the site, pursuant to a Unilateral Administrative Order issued by EPA in 2007. Safety/security activities include maintenance of the site fencing, sprinkler system, and electronic security system.
- The Safety Light Corporation Site is located on 10 acres in South Centre Township near Bloomsburg, Columbia County, Pennsylvania.
- The site is bounded on the north by Old Berwick Road, on the east and west by residential areas, and on the south by the North Branch of the Susquehanna River.
- Past activities at SLC include the manufacturing of self-illuminated watches and instrument dials, smoke detectors, neutron sources, exit signs, and other merchandise containing radioactive materials, as well as activities regulated under the Nuclear Regulatory Commission (NRC).
- From the 1940s to the 1960s, manufacturing at the property used several radionuclides, including radium.
- Prior to 1980, activities involving radium-226 and most other radionuclides ceased, and tritium remained as the only radionuclide used in the manufacturing of self-illuminating devices, primarly exit signs.
- Waste generated at SLC includes solid and liquid waste streams contaminated with radioactive materials, including radium-226, strontium-90, cesium-137, and tritium.
- In 2005, the EPA added the site to the National Priorities List (NPL) of most hazardous waste sites in the country, making the site eligible for federal cleanup.

- Several sampling investigations and environmental assessments have been conducted at SLC, including many evaluations conducted by SLC for property characterization.
- In 1981, the NRC conducted an environmental survey of the SLC property, during which, monitoring wells were found to contain tritium above the baseline water samples and strontium-90 above the NRC guideline level of 3 x 10-7 microcuries per milliliter (uCi/ml) in unrestricted areas. Elevated levels of radium-226, cesium-137, and strontium-90 were also found in surface and subsurface soils.
- SLC was required by the NRC to begin remediating radiological waste disposed in the two underground silos. The NRC requested EPA's assistance for the cleanup of the property because SLC had insufficient funds to complete this remediation project and proceed with any other cleanup actions.
- EPA performed a remedial investigation (environmental study) of the site in three separate pieces (called Operable Units).
- Operable Unit One is focused primarily on buildings. Field work for the environmental investigation of buildings at the site was substantially completed in 2006. The Remedial Investigation/Feasibility Study (RI/FS) report has been completed. EPA has developed a cleanup plan for the remaining on-site buildings under OU-1. This remedy involves the demolition of both the radioactive and non-radioactive Safety Light structures and removal of the debris to a properly licensed disposal facility.
- Operable Unit Two addresses the groundwater at the site. Field work for the environmental investigation of groundwater continues. In 2007, EPA installed three deep bedrock monitoring wells at the site to complete the groundwater data collection. In 2008, groundwater samples were collected from monitoring wells at the site and analyzed for contamination. The groundwater monitoring data is currently being organized and evaluated, and EPA is preparing an RI report.
- Operable Unit Three addresses soils, sediment, and surface water. During 2008, EPA completed the water sample collection, and submitted the samples for laboratory analysis. The soils/sediment/surface water data is currently being organized and evaluated, and EPA is preparing an RI report.
- The EPA Removal program, with aid from the U.S Army Corps of Engineers, removed radioactive waste from the site which was exhumed from two underground silos at the site. More than 200 drums were removed for disposal off site.
- EPA established an interagency agreement with the US Army Corps of Engineers to accomplish the demolition and off-site disposal of seven buildings at the site. The demolition of seven buildings, and off-site disposal of demolition debris was completed in the summer of 2009.
- Activities at the site have resulted in radioactive contamination of soil, surface water, sediment, ground water and buildings.
- Analyses of groundwater collected onsite have indicated the presence of radionuclides at concentrations that are elevated.
- The onsite soil and groundwater is contaminated with various radioactive isotopes including radium, strontium 90, and tritium.
