Current Site StatusWTC submitted the FY 2009 Inactive Landfill (IAL) and Inactive Chemical Pits Annual Monitoring Well Report in May 2010. Due to low levels and non-detections in sample results pesticides/pcbs and cyanide have been removed from the sampling protocol. VOCs, metals, residential wells, and a seep located downgradient of the landfill will continue to be sampled. The residences have been hoked to the municipal water supply for the past three years but WTC continues to sample two of the three monitoring wells. At the homeowners request one well was not converted to a monitoring well. WTC also submitted a work plan for Sampling and Analysis in support of an EE/CA for the IAL. The Objective of the Investigation is to evaluate the nature and extent of the trenches in the IAL with the objective of removing contaminated waste if present utlizing a Non-Time Critical Removal Action (NTCRA). The Action memo was completed in September 2009 and the Remedial Design Work Plan was completed in November 2009. The Waste Characecterization of the IAL estimated that there is 6,441 cubic yards of waste in the landfill. There are no hazardous waste or PCBs in the IAL. The IAL also contains less than 1% of waste that would need to be segregated for disposal such as auto batteries, fluorescent light bulbs, light ballasts, circuit boards and tires. An oily waste substance leaking from a container will be segregated for special management. The human health and ecological risk assessments for the inactive chemical pits and the former sanitary landfill have also been finalized. However, the proposed NTCRA that is being conducted by the WTC is an interim action in the remedial process and upon it's completion the WTC will conduct an RI/FS, Proposed Plan and Decision Document. As a part of the RI/FS WTC will include an updated Ecological and Human Heealth risk assessment. The updated risk assessment will include results post waste removal from the IAL. The dates for the additional work has not yet been finalized. The facility is also conducting quarterly groundwater sampling at the inactive chemical pits, the landfill and the surrounding homeowners wells. An additional monitoring well has been installed at an area south of the inactive landfill. Risk Assessment results have been finalized. Sporadic areas of contamination above MCL's is still in the groundwater at the site therefore Warrenton Training Center submits yearly groundwater monitoring and data summay reports to EPA.
Site DescriptionThe Warrenton Training Center (WTC) is a closed and classified communications training and support facility of the national Communications System (NCS). The United States Army serves as the executive agent for the administration and management of the WTC on behalf of the NCS. The Warrenton Training Center was first established in June of 1951 and is comprised of four stations. Stations A, B, C, and D. Stations A, B and C are all located in Faquier County and Station D is located in Culpepper County. Station B operations include communications training, electronics testing, and related equipment maintenance. The focus of the environmental investigations is at Station B. The Station B Facility consists of approximately 346 acres and is located 1 mile west of the town of Warrenton. The areas of Station B under investigation are located along the facility’s western boundary and include an inactive landfill and two inactive chemical pits. During the period 1969 until 1992, WTC operated the construction debris landfill. The landfill was an unlined, trench and fill type landfill. WTC also operated the two chemical pits from 1969 until about 1980. Areas being investigated also include three offsite domestic water wells, located on property adjacent to the facility’s western boundary. The inactive landfill is approximately 4 acres in size. The chemical pits were comprised of an area approximately five feet by six feet by five feet deep, located in the northwest corner of the landfill area.

Threats and ContaminantsHazardous substances of concern detected at the WTC include TCE in groundwater. TCE has also been found in two residential drinking water wells located approximately 500 yards from a facility monitoring well. As a result of finding the TCE in the two residential wells WTC has been providing several residents with bottled water and carbon filtration units on their drinking water wells. The Phase II investigation revealed evidence of residual contamination in the bedrock aquifer.

In June 1984, WTC excavated 309 tons of contaminated soil from the site of the chemical pits. Results from EP toxicity tests performed on soil indicated copper and lead contamination resulting from the disposal of spent electroplating and copper etch solutions.
WTC has conducted a phased site-investigation in order to find the source of the TCE that has been found in the domestic drinking water wells.
To date, WTC has conducted two site investigations that have focused on the assumed source area (the landfill and chemical pits), and three offsite domestic wells. Activities included geophysical surveys, soil gas surveys, surface and sub-surface soil sampling. The offsite domestic well investigation included downhole video camera and electric log surveys to identify water bearing zones, packer testing of wells, hydraulic conductivity testing and sampling within each isolated water bearing zone. WTC is located in a complex heterogeneous groundwater environment (fractured and undulating bedrock), also minimal information is available regarding the direction and rate of the movement of ground water, therefore, no TCE source was found during the Phase I investigation.
The Phase II investigation was completed and was able to delineate the location of the inactive landfill, however, there was no evidence of a DNAPL source. The phase II investigation did conclude that the groundwater in the shallow water bearing zone flows toward the west. Delineation of the full plume is very complex due to the nature of the fractured bedrock aquifer. The facility completed the ecological and human health risk assessment and submitted a landfill closure report to EPA. Sporadic areas of contamination above MCL's is still in the groundwater at the site therefore Warrenton Training Center continues to send EPA yearly data summary and groundwater monitoring reports. WTC submitted a work plan for Sampling and Analysis in support of an EE/CA for the Inactive Landfill (IAL).
