Impact of Proposed Budget Cuts  on Clean-up Activity

The purpose of this fact sheet is to update concerned citizens about the impact on the Strasburg Landfill Site of a bill passed by the U.S. House of Representatives. This bill will cut 34 percent of EPA's 1996 budget and drastically impact the start of the remedial action phase at the site.

Who is Affected?

The Strasburg Landfill Site is located in West Bradford and Newlin Townships, Chester County, Pennsylvania. Citizens living or working near this area potentially will be affected by the proposed delay of work at the site.

What Natural Resources are Affected?

Both on-site soils and ground water will be affected. Contaminants are present in the soil in varying levels throughout the site. Contaminants also have seeped through the soil into the underlying ground water.

What will Happen to the Site?

EPA plans to continue preparations for clean- up activities at the Strasburg Landfill Site. However, if the House bill takes effect as written, EPA will have to stop the cleanup. EPA is unable to judge when work might resume at the site. Planned work at the site that is now in jeopardy includes the following:

What Hazardous Wastes will Remain On-site?

Heavy metals and volatile organic compounds (VOCs) in leachate and methane gas threaten the ground water. VOCs are chemicals which easily evaporate into the air. Leachate is a liquid formed when rain water trickles down through the landfill. The liquid collects any substances, including contaminants, in the landfill along the way. Methane gas building up inside the landfill can dissolve into the ground water and contaminate it.

What if There's an Emergency Release at the Site?

If there is an uncontrolled release of hazardous wastes from the site due to fire, vandalism, flood, etc., local authorities will respond first, followed by state hazardous waste personnel. If these authorities request EPA assistance, regional managers will decide whether people and equipment are available to respond.
