Drake Team Shares Plans for 1999
The Drake Cleanup Team has been a major part of the Lock Haven community since 1994. It's hard to realize that 1999 should be its last year here. While no one can predict the coming year with absolute certainty, the Drake Update would like to share the Team's plans for 1999:
- Early this winter, the original, fabric-covered structure on the Drake Site will be taken down. Originally used to house the wastewater treatment plant, this building has been used for debris separation since October 1997. When the building is removed, the debris separation operations will be moved into the larger feed preparation building.
- Gradually during late winter and the spring, some OHM employees who were instrumental in making Drake a success, will receive job offers transferring them to new projects where their Drake experience can be expected to produce further success.
- By May, the Team anticipates processing the last of the contaminated soil through the incinerator. As soon as test results verify that all soils are successfully treated, the process of demobilization will begin. (See the November issue of the Drake Update for a detailed description of demobilization.)
- The storage pile of clean (but sterile) soil will be regraded and shaped, producing a mound that will be about 25 feet high at its peak. Topsoil, or other soil additives, will be worked into the sterile surface to assist in the establishment of covering vegetation.
- Following the dismantling, decontamination and shipment of the incinerator, the Team will repave Myrtle Street and restore the bordering right-of-way property that has been used for administrative offices and parking lots.
With production continuing as smoothly into 1999 as it did in 1998, the Drake Chemical Superfund project will be complete by about Thanksgiving 1999.

Drake Workers Again Help Local Community at Christmas
Continuing a tradition that began during the 1995 holiday season, OHM employees, along with other Drake Team workers, will again support The Salvation Army's program of adopting local needy families for Christmas.
Through the program, The Salvation Army matchs the Drake workers with a family in need. The Salvation Army then provides a list of the family's special needs so the Drake workers can shop for appropriate Christmas gifts for them. In addition, the workers raise funds for the family's monetary needs.
In past years, the Drake Team workers have adopted one or two Salvation Army families each year and provided gifts, meals and other support to make the recipients' Christmases more cheery. One year, workers purchased and supplied a catered, full Christmas dinner; in another year, workers helped a family with winter fuel bills. Some of the past recipients included a single mother who was experiencing medical problems, and a grandmother who, while indigent herself, had just taken over the care of several grandchildren.
Captain Daniel Hilty of The Salvation Army in Lock Haven said that last year, Clinton County volunteers provided holiday food baskets to 356 families. In addition, donors provided a total of 2,779 toys for distribution to needy children.

Snow Is A Manageable Risk for Work Schedule
As winter descends upon north central Pennsylvania, most people take a look around at what needs to be winterized, and they review what precautions will be needed for the big snow storm. At the Drake Site, winterizing has been underway for a number of weeks as work crews, in the process of performing routine maintenance, have been ensuring that critical components of the plant will not be affected by freezing temperatures.
The feed preparation building houses several days' worth of soil for processing. That soil keeps the incinerator operating throughout most snow storms. However, as soon as a storm clears, the equipment multi-wheel drive off-road trucks and tracked vehicles will resume outside operations to excavate and move soil.
When blowing snow temporarily limits the use of excavators, the Team will continue to process soil from the stockpile in the feed preparation building.
Snow should have little impact on operations. The major precaution will be increased awareness of slip-and-slide dangers. However, during the heaviest, blinding storms, equipment operators may have to suspend driving outdoors for visibility safety.
Drake maintenance and utility crews will use their own plows and sweeper trucks to keep Myrtle Street and the parking lots clean and open. They will also sand and salt walking areas for worker safety.
Work at the Site will continue at a normal pace, but at the end of each shift workers will be reminded of the principal concern for winter storm conditions the one which the Drake Team shares with the entire community when you get in your cars and head home, please drive carefully.
Cold Is A Different Matter.
When bitter cold sets in with or without snow natural gas distribution is prioritized to protect human health. Industrial users, including the Drake project, must curtail their use of gas until the heating emergency passes. Whenever curtailment is directed, the Drake incinerator will temporarily suspend burning. During such slowdowns, workers will focus on energy-efficient maintenance steps to prevent components of the plant from freezing.
