LOCK HAVEN, Pa.; March 11, 1999 -- A momentary electrical power interruption affecting the incinerator at the Drake Chemical Superfund site, this afternoon, resulted in a brief opening of the thermal relief vent (TRV). The TRV opening occurred at 12:40 p.m., and it was open for approximately 30 seconds. The TRV opening automatically suspended soil feed to the incinerator. The TRV is a safety device that prevents damage to the incinerator's pollution control systems in the event of problems such as power failures. In evaluating the incinerator's safety, the risk assessment took into consideration the possibility of 36 such unplanned TRV openings when it concluded that the Drake incinerator would not cause harm to the health of the Lock Haven community. In accordance with the operating plan, notification was made to appropriate public officials following the TRV opening.
