Current Site StatusThe Environmental Protection Agency and NVF Company entered into a Consent Order to immobilize PCB contaminated sediments within a retention pond located on the facility. The removal action included installation of a geomembrane liner and monitoring of the groundwater and pond sediments. Quarterly monitoring detected elevated levels of PCB contamination along a swale which led into a storm drain outfall and the retention pond. Removal of 980 tons of PCB contaminated soil was also conducted. All actions under the Consent Order were completed and the Site was closed out on September 2004.
Site DescriptionThe NVF Site is located at the corner of Mulberry and Lafayette Streets in the Borough of Kennett Square, Pennsylvania. The NVF Kennett Square facility encompasses an area of approximately 26 acres with residential areas surrounding the Site. Since 1904, the NVF Company has manufactured industrialized laminated products, plastic sheets and tube materials. Cooling water discharged from the NVF plant was directed into a retention pond located on the property. The retention pond drains into a swale and an unnamed tributary which ultimately drains into the West Branch of the Red Clay Creek.

Threats and ContaminantsPolychlorinated biphenyls (PCBs) have been identified at elevated levels within the drainage swale, unnamed tributary and on-site retention pond. PCBs have been found in fish tissue from fish taken from the Red Clay Creek downstream from the Site. PCBs have been demonstrated to cause cancer in animals and are suspected human carcinogens.
A number of removal actions have been completed at the Site either by the Potentially Responsible Party (NVF Company) or by EPA. The first removal action began in 1988 when EPA issued the NVF Company a Unilateral Order to remove sediments/soils from a drainage ditch, swale and unnamed tributary contaminated by the facility’s cooling water. During cleanup by the NVF Company, it was determined that the extent of PCB contamination was much more extensive than original planned and the NVF Company proposed to cap the remaining PCB contaminated soils/sediments. A second Unilateral Order was issued to NVF Company in 1992 to remove the additional contaminated soils/sediments from the drainage ditch, swale and unnamed tributary. NVF Company was not financially able to comply with the Unilateral Order at that time and in January of 1993, EPA took over removal response actions at the Site using the Federal Superfund Trust Fund. The removal actions by both the NVF Company and EPA have resulted in the removal or stabilization of PCB contaminated soil/sediments from the drainage ditch, swale and unnamed tributary. In 1997, NVF Company entered into a Consent Order to cap the sediments in the retention pond which is the subject of the current removal action. Installation of a geomembrane liner to immobilize PCB contamination in the retention pond was completed in November 1999. Under the Consent Order, NVF Company is also required to perform monitoring of the groundwater and pond sediments to detect if the migration of PCB contamination is occurring.
Quarterly monitoring of pond sediments detected elevated levels of PCB contamination around one of the storm drain outfalls. Further investigations discovered a “hot spot” of PCB contamination in a swale along the northern side of the plant and Mulberry Street. This area is believed to be associated with the historical use of PCBs at the No. 7 press. Approximately 980 tons of contaminated soil were removed from the swale and the storm drain was flushed. The retention pond was dewatered, pond sediments removed and an inspection of the liner was conducted. Quarterly monitoring of groundwater and pond sediments resumed upon completion of the “hot spot” soil removal for a time period of one year. NVF has filed deed restrictions to meet the requirements of 40 CFR 761 and submitted the Final Report for completion of the Removal Consent Order.
