Site Status

The third five-year review for the site was completed in June 2012. The review determined that the cleanup remedy protects human health and the environment.
The second five-year review for the site was completed in 2007. The review determined that the cleanup remedy protects human health and the environment.
As part of 2007 five-year review report, methane concentrations were identified at the boundary of the landfill above the lower explosive limit, although methane was not detected in nearby homes. The review concluded that additional remedial action had to be performed to address the methane concentrations at the boundary of the landfill.
EPA and PADEP addressed methane generation at the boundaries of the landfill. This included the installation of additional gas vents on the landfill, which was completed in 2007.
The impact of the 11 additional gas vents which were installed on the landfill in 2007 is being evaluated by EPA and PADEP on an ongoing basis. The methane levels measured in 2011 on the western boundary of the landfill, adjacent to nearby homes, were not detectable or below levels of concern.
PADEP continues to perform operations and maintenance at the landfill, such as grass cutting, groundwater sampling and methane sampling.

Background

The East Mount Zion site, located in Springettsbury, York County, Pennsylvania, is a privately owned, inactive 10-acre landfill that accepted municipal and industrial wastes, including electroplating sludge, from 1955 to 1972.
The Pennsylvania Department of Environmental Protection (PADEP) attempted to close the dump during the 1960s and early 1970s. After extensive legal action, the site was closed in 1972.
Final closing activities, including a soil cover, were completed in 1976; however, groundwater at the site had become contaminated with volatile organic compounds (VOCs) from the landfill.

Cleanup History

Based on studies conducted by PADEP, EPA selected a cleanup method for the site in a 1990 Record of Decision (ROD). The cleanup consists of installation and maintenance of an impermeable cap over the landfill, surface water control systems for the cap, and a fence around the site to restrict access. Continued groundwater monitoring and deed restrictions regarding future activities at the site would ensure the effectiveness of the cleanup.
Construction of the landfill cap was started in 1997 and completed in 1999. A fence was also constructed around the property to restrict access to the site. Following the completion of the landfill cap construction, disturbed areas outside the landfill property were re-landscaped.
In February 1999, the U.S. Environmental Protection Agency issued a report documenting that construction activities for the cleanup at the East Mount Zion site were completed. The construction of the landfill cap is complete and ongoing groundwater and perimeter landfill gas monitoring continues.
In March 2000, EPA and the Commonwealth of Pennsylvania certified that the cleanup measures were operating as they should, and site maintenance is now the responsibility of the state government.
In September 2001, EPA issued an order to the current site owner to implement the deed restrictions on the landfill property. These deed restrictions were implemented by the site owner in April 2002.
The first five-year review for the site was conducted in August 2002. The review found the remedy is functioning as designed. As such, it is expected to be protective of human health and the environment after the groundwater cleanup goals are achieved through source control and contaminant attenuation.
