National Information
Welcome to the EPA Region 3 Oil Program website. This website provides information about preventing, preparing and responding to oil spills that occur in and around inland waters of the United States. The Region 3 Oil Program is specifically concerned with preventing and preparing for oil discharges which occur in Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.
The Oil Program is divided into the following categories:
- The oil program prevention measures fall specifically under the Spill Prevention Control and Countermeasures (SPCC) Program.
- Facility response planning measures are handled through Facility Response Plans (FRPs) and Government Initiated Unannounced Exercises.
- Oil Spills must be reported to the National Response Center
at (800) 424-8802 and are subject to enforcement and penalties under the Clean Water Act (CWA).
