EPA PROPOSES SECOND ESD

The U.S. Environmental Protection Agency (EPA) has proposed a second Explanation of Significant Differences (ESD) for the Whitmoyer Laboratories Site. The ESD would change the clean-up action chosen in the December 1990 Record of Decision for Operable Unit 2, on-site incineration. After issuing this Record of Decision, EPA received comments from community members and information from the Whitmoyer Laboratories Private Study Group regarding on-site incineration. EPA is proposing the ESD because of new information on the availability of off-site incineration as well as to address community concerns about on-site incineration.

EPA wants your comments on this proposed change during the public comment period, which begins August 2, 1995, and ends September 1, 1995. EPA is holding a public meeting on August 14, 1995, to discuss the proposed changes and the progress of site activities. (See box in lower right corner.) This fact sheet summarizes the proposed ESD and tells you how to obtain further information on the site.

REVIEWING THE REMEDY AND ESD

The December 17, 1990 Record of Decision addressed wastes in the concrete vault, two groups of lagoons, buried drums, tanks and vessels, products and materials abandoned in buildings on-site, and the buildings themselves. EPA's chosen clean-up remedy involved the major actions described below:

EPA looked at additional clean-up options after reviewing information collected by the Whitmoyer Laboratories Private Study Group and community concerns about on-site incineration. The information EPA received included: a detailed inventory and analysis of site wastes; the current availability and capacity of off-site incineration and solidification facilities; and the procedures required for waste acceptance by approved treatment and disposal facilities.

Based on this information, EPA determined that carbon and tar wastes from the vault could be incinerated off-site, sludge from the lower vault could be solidified off-site, and various solid waste and debris from buildings could be solidified off-site. The off-site treatment facilities would also dispose of all treated materials.

PUBLIC MEETING

EPA will hold a public meeting to discuss the ESD for Operable Unit 2 and other site activities. Officials from EPA will present information and answer any site-related questions or comments. All interested community members are invited to attend.
