LOCK HAVEN, Pa.; June 1, 1998 -- A storm-caused electrical power interruption to the Drake Chemical Superfund site, at 8:42 p.m. yesterday, briefly stopped operations and resulted in a one-minute opening of the thermal relief vent (TRV). Responding to visible lightening in the area, the Drake Cleanup Team suspended hazardous feed to the incinerator about 16 minutes prior to the power interruption. The TRV is a safety relief that prevents damage to the incinerator*s pollution control systems in the event of problems such as power failures. In evaluating the incinerator*s safety, the risk assessment took into consideration the possibility of 36 such unplanned TRV openings when it concluded that the Drake incinerator would not cause harm to the health of the Lock Haven community. In accordance with the operating plan, notification was made to appropriate public officials following the TRV opening. After resetting safety interlocks and waiting for the storm to pass out of the area, the team resumed cleaning soil at about 1 a.m. this morning.
