LOCK HAVEN, Pa.; April 16, 1999 -- A momentary electrical power disruption in the area, this morning, resulted in a brief, unplanned opening of the thermal relief vent (TRV) on the Drake Superfund incinerator. The TRV opening occurred at 7:24 a.m., and lasted for 34 seconds. The TRV opening automatically suspended soil feed to the incinerator. The TRV is a safety device that prevents damage to the incinerator's pollution control systems in the event of problems such as power failures. In evaluating the incinerator's safety, the risk assessment took into consideration the possibility of 36 such unplanned TRV openings when it concluded that the Drake incinerator would not cause harm to the health of the Lock Haven community. In accordance with the operating plan, notification was made to appropriate public officials following the TRV opening. Feed of site soil into the incinerator resumed later this morning.
