C & D Recycling

CURRENT SITE ACTIVITIES

Lucent Technologies (formerly AT&T) currently is developing the Remedial Design for the cleanup of the C&D Recycling Superfund Site. The U.S. Environmental Protection Agency (EPA) and the Pennsylvania Department of Environmental Protection (PADEP) are overseeing this work. The Remedial Design provides the technical plans and specifications for the cleanup action formally described in EPA's Record of Decision. EPA issued the Record of Decision for the site in 1992.

EPA received the 30% complete Remedial Design in July 1996, and received the 90% complete Remedial Design this month. EPA has placed this Remedial Design in the information repositories (see page two). This Design outlines the technical requirements for constructing the cleanup remedy and includes:

After conducting a thorough review of the Design, EPA will provide the community with additional information by holding a public meeting about the Design. (See below for more details.)

EPA expects to approve the final Remedial Design by October 1997. Once this occurs, Lucent Technologies will select the contractor to conduct the work outlined in the Design. EPA anticipates construction will begin in the spring of 1998.

EPA COMPLETES SITE PREPARATION WORK

Recently, Lucent Technologies completed preparation work at the site. This work included removing site debris, such as cable casings, left over from the reclamation processes. In addition, the old furnace was demolished and removed. All wastes removed from the site were taken to the Pine Grove Landfill.

TIMELINE OF SITE EVENTS

July 1996
EPA received the 30% Remedial Design.
February 1997
Lucent completed site preparation activities.
March 1997
EPA received the 90% Remedial Design.
October 1997
EPA anticipates approving the final Remedial Design.
December 1997
Lucent will select a contractor around this time to construct the Remedial Design (the selected contractor is subject to EPA approval).
Spring 1998
Lucent's contractor will begin the Remedial Action construction work around this time.
