SECTION 1.0 INTRODUCTION

This community relations plan describes issues of community interest and concern related to the North Penn Area 12 Site located in Worcester Township, Pennsylvania. The 1980 Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendment and Reauthorization Act (SARA), more commonly known as Superfund, requires that EPA prepare a community relations plan to inform local citizens about the activities related to hazardous waste sites in their area. This plan outlines the community relations activities that EPA will conduct to keep citizens involved in the clean-up process at the North Penn Area 12 Site.

The major goals of this plan are to establish and maintain open communication between the public; local, state, and Federal officials; and other parties interested in the North Penn Area 12 Site and to disseminate information to residents and other interested parties in a timely manner. This community relations plan describes the site and its history; summarizes current site activities, outlines past community involvement and the community's current concerns; and describes the community relations activities EPA proposes to use during the clean-up process at the site.

EPA obtained the information used to develop this plan from its files, discussions with EPA personnel, and community interviews conducted on January 24, 1994, and January 25, 1994.

SECTION 2.0 SITE BACKGROUND

This section provides a brief description of the site, a short site history, including past EPA involvement, and a summary of current site activities.

2.1 SITE LOCATION AND DESCRIPTION

The North Penn Area 12 Site is located in Worcester Township in Montgomery County, Pennsylvania. The site covers approximately 50 acres and is bordered to the southeast by Trooper Road. The Philadelphia Variety Club Camp borders the site to the north and the former U.S. Army Nike Missile Base lies to the east. (Please refer to the site location map on page 2.) The area surrounding the site is primarily rural residential with some light agricultural and commercial business.

The North Penn Area 12 Site is one of several sites suspected of contaminating local ground water which serves as the main source for drinking water in the suburban area northwest of Philadelphia. Ground water is water found beneath the earth's surface that fills gaps between soil, sand, and gravel particles and can be used as a source of drinking water. EPA has assigned each site an area number. The North Penn Area 12 Site also is sometimes called the Transicoil Site. The site consists of two main buildings, a drum storage building, and a septic tank drainfield. (See Exhibit 2)

2.2 SITE HISTORY

From 1952 to 1991, various companies used the Transicoil facility to manufacture direct current and synchro electric motors, which are used primarily by the aerospace industry. The Transicoil business had been operated by approximately eight different companies. The most recent operator was Eagle-Picher Industries. Transicoil has moved its operations to a new facility, and the Trooper Road location is now inactive.

Transicoil used various solvents in the manufacturing process to degrease engine parts and other equipment. One of the earliest solvents used at the facility was trichloroethylene (TCE). Transicoil stored and used TCE at the facility until 1976, when the company began using another solvent, trichloroethane (TCA) instead.

In 1979, the Pennsylvania Department of Environmental Protection (PADEP), formerly the Pennsylvania Department of Environmental Resources (PADER), performed an investigation of the site. PADEP sampled the soil, waste water discharges, solvent tank contents, and ground water on site, as well as the ground water in off-site residential wells. The sampling results revealed the presence of TCE and TCA in both on-site and off-site ground water and in on-site waste water.

In 1980, PADEP requested that Transicoil conduct a site investigation at the site. A site investigation is a study that examines the condition of a site and the type of contaminants that are present. The site investigation for the North Penn Area 12 Site focused on the waste solvent tank and the on-site septic systems to determine the source of contamination. The study revealed that the septic system was a source of ground water contamination.

PADEP recommended that Transicoil monitor on-site ground water in the area of the septic system on a regular basis. Transicoil conducted additional sampling of the septic system drainfield in 1981 and discovered that the concentrations of TCE and TCA were much less than those previously observed. As a result, PADEP discontinued ground water monitoring in 1982.

In 1988, Transicoil performed a study which included a soil gas survey to find possible contamination source areas and ground water sampling to identify the potential for contaminant movement from the site. A soil gas survey is a study of the gases that are given off by the soil. The results of this study showed that TCE, TCA, and other volatile organic compounds were present in on-site and off-site ground water. The discovery of this contamination led EPA to add the North Penn Area 12 Site to the National Priorities List in February 1990. The National Priorities List is EPA's list of the nation's top priority hazardous waste sites that are eligible to receive Federal money to conduct remedial actions under Superfund.

In 1989, EPA entered into a Consent Agreement with Eagle-Picher Industries, the owners of Transicoil. The consent agreement required Eagle-Picher to conduct a remedial investigation and feasibility study at the North Penn Area 12 Site. A remedial investigation is a study that examines the type and extent of the contamination at a site and the problems that the contamination could cause. A feasibility study develops and evaluates clean-up options for the site. Soon after initial work for the two plans began, Eagle-Picher filed for bankruptcy under Chapter 11 of the bankruptcy code. Due to the bankruptcy status of the company, EPA has taken the lead in investigating the site.

Eagle-Picher agreed to provide carbon filtration systems to those residents whose wells were found to be contaminated during the first round of sampling in 1989. Eagle-Picher also agreed to sample those wells on a semi-annual basis and to provide new carbon filters when the old ones are no longer able to remove the contamination.

2.3 CURRENT SITE ACTIVITIES

In January 1995, EPA sampled 63 residential wells in the area surrounding the North Penn Area 12 Site for volatile organic compounds. EPA compared the level of each substance detected in the samples with the maximum contaminant level. The maximum contaminant level is the largest amount of a substance allowed to be present in public water. EPA detected TCE above the maximum contaminant levels in 13 of the 63 homes sampled. Four of the 13 home wells in which TCE was found above the Maximum Contaminant Level (MCL) already had carbon filtration systems installed.

EPA notified those residents whose wells showed levels of TCE exceeding the maximum contaminant levels on April 26, 1995, and suggested that they use bottled water until the Agency could resolve the contamination problem. EPA contacted the potentially responsible parties (PRPs) for the site and requested that they provide carbon filtration systems or connect the residents to a public water system.

EPA will use the results from the January 1995 sampling effort along with results of recent sampling of soil and monitoring wells on the site to develop the Remedial Investigation and Feasibility Study for the North Penn Area 12 Site. Once all the sampling work is completed and evaluated, EPA will organize the information into the Remedial Investigation and Feasibility Study Reports. These reports then will be made available to the public for review.

EPA will use the information from these reports to develop the proposed remedial action plan (proposed plan). The proposed plan is a document that summarizes the clean-up alternatives that EPA can use to clean up a site. When EPA issues the proposed plan, it also will hold a public comment period. The comment period gives the public a chance to review the proposed plan and provide input to EPA on the alternatives. EPA will make its final decision on which clean-up alternative to use at the site once all comments from the public are received and taken into account. EPA will summarize the final clean-up decision in the record of decision. The record of decision is a document that describes the clean-up action EPA selected for the site. It also describes how EPA made its final decision. EPA plans to issue the proposed plan and the record of decision to the public for comments sometime next year.

SECTION 3.0 COMMUNITY INVOLVEMENT

This section of the community relations plan summarizes the history of community involvement with the North Penn Area 12 Site and the major concerns expressed during community interviews conducted on January 24, 1994, and January 25, 1994.

3.1 COMMUNITY INVOLVEMENT HISTORY

Most members of the community surrounding the North Penn Area 12 Site are very knowledgeable about the site and its past operations. Many residents became interested in the site when preliminary investigations detected contamination in the local ground water. Most residents are aware of the issues associated with ground water contamination.

In February 1991, EPA held a public meeting to discuss the bankruptcy claim filed by Eagle-Picher Industries and how it would affect the cleanup of the site. Seventy people, primarily local residents, attended this meeting. Many residents expressed interest in finding out the results of a round of residential well sampling. Citizens also wanted to learn how EPA would pay for the cleanup. Most of the residents believe that the contamination problem at the site is significant and should be dealt with in a timely manner. Some residents also asked EPA about further contamination of the ground water they used for every day consumption and washing. They also expressed the desire for EPA to install filtration systems or provide an alternative water supply if their wells were contaminated.

3.2 COMMUNITY CONCERNS

On January 24, 1994, and January 25, 1994, EPA conducted interviews with residents living in the vicinity of the North Penn Area 12 Site. Following is a summary of the major concerns residents expressed regarding the site.

Ground Water Quality

Residents living near the site expressed concerns about possible exposure to contaminants from their wells which draw water from ground water sources. Residential wells in the area surrounding the site have been sampled since 1979, when the Pennsylvania Department of Environmental Resources (PADER), now Pennsylvania Department of Environmental Protection (PADEP), first performed an investigation at the site.

After the sampling effort in January 1995, which found contamination in 13 of 63 wells sampled, EPA requested that the parties responsible for the contamination from the site provide either carbon filter systems or an alternative water supply to the homes with contaminated wells. Four of the 13 homes with contaminated water already had carbon filtration systems in place. Many residents expressed to EPA that regular sampling of their wells would reduce the level of their concern about ground water quality.

Future Land Use

Some residents and local officials expressed concerns to EPA regarding future use of the site and surrounding areas. Residents told EPA that they hope contamination does not exist on the former army missile base adjacent to the site. Local officials indicated that contamination found at the base would halt plans to convert the area into a community recreational park. EPA informed these residents that it may, in conjunction with local officials, review the potential for redeveloping the site area, once the site is cleaned up.

Communication Between EPA and Area Residents

As site activities have progressed, some residents felt that the amount of contact between EPA and area residents has reduced. Residents are glad EPA is cleaning up the site, but they feel that EPA has been slow in its progress and has not explained the reason for this slowness to residents. Some residents feel that EPA has not kept them informed about site activities. Many citizens feel that this lack of communication between EPA and the residents has resulted in a lack of interest about the site. Citizens suggested to EPA that they provide a schedule of on-going site activities and other site-related events, so that the community would be informed of the Superfund process and of what is happening at the site. EPA told these residents that fact sheets, the community relations plan, and public meetings are the Agency's most efficient methods for informing the community about site activities. EPA plans to continue distributing this type of information to area residents so that the community is well-informed about what is happening at the site.

Health Effects of Trichloroethylene (TCE)

Many residents expressed concern about the effects of TCE on human health. For many years, industry has used TCE as a degreasing solvent. EPA told residents that, although TCE has been known to cause cancer in laboratory animals, there has never been a reported increase of cancer among people exposed to TCE. Presently, there is no evidence that TCE causes cancer in humans.

Contamination From the Former Nike Missile Base

Several residents asked EPA if area contamination from the former missile base adjacent to the site could also cause area contamination. EPA informed these residents that the U.S. Army Corps of Engineers has conducted sampling at the base. Once EPA receives the results from the sampling, they will decide if it is necessary to refocus their studies to include the base.

SECTION 4.0 COMMUNITY RELATIONS OBJECTIVES

EPA designed this community relations plan to facilitate interaction between the Agency and the public. EPA recommends the following objectives to support the community relations program for the North Penn Area 12 Site. The matrix on the following page shows the connection between these community relations objectives and activities EPA proposes to use in maintaining a relationship with the site community.

Provide effective avenues of communication among local, state, and Federal officials

In order to meet the needs of the community effectively, EPA will maintain regular contact through telephone conversations or correspondence with local, state, and Federal officials. EPA will provide these officials with information about site activities on a regular basis so that they may respond accurately and in a timely manner to concerned residents.

Provide Site-Related Information to Interested Parties

EPA will provide information to local residents, businesses, and other interested parties regarding site-related activities and developments to increase their knowledge and understanding of site activities. EPA will provide these parties with information on scheduling, technical, program, and community relations documents related to the site.

Provide Information on the Superfund Process and How It Relates to the Site to Interested Parties

EPA will provide information to all interested parties on the Superfund process and how it relates to the North Penn Area 12 Site. EPA will provide these parties with information about Superfund and inform them of any new developments or changes to the Superfund program. This information will help clarify EPA's involvement at the site, educate the public about the site's inclusion in the Superfund program, and explain how the entire Superfund process works.

SECTION 5.0 COMMUNITY RELATIONS ACTIVITIES

To achieve and maintain the community relations objectives effectively and efficiently, EPA recommends the following community relations activities for the North Penn Area 12 Site. EPA will conduct these activities throughout the Superfund process at the site to ensure that the public is well informed of site activities and developments and to ensure that the public has sufficient time to express its concerns. EPA is required to complete these activities under Superfund.

Provide a Community Involvement Facilitator

To provide accurate and timely responses to residents, state and local officials, citizens' groups, and the local media, EPA will designate a Community Involvement Facilitator to handle inquiries and concerns regarding the site. The facilitator will be responsible for maintaining open communication between EPA and parties interested in the site and for coordinating community relations activities, such as public meetings. EPA encourages the public to contact the Community Involvement Facilitator with any questions or comments about the North Penn Area 12 Site. The address and telephone number of the site Community Involvement Facilitator, Amy Barnett, are in Appendix A of this community relations plan.

Establish and Maintain an Information Repository

EPA has established an information repository to ensure that accurate and understandable information is available to the public. EPA updates the repository with site-related documents and fact sheets as they become available, so that the community is aware of on-going site activities and developments. The repository for the North Penn Area 12 Site is the Worcester Township Building. The address, telephone number, and business hours are listed in Appendix B of this plan.

Prepare Fact Sheets

To provide the community with information about the Superfund program and site-related activities and developments, EPA will prepare informational fact sheets. Fact sheets are an effective means of informing the public of current site status, future site activities, and developments in the Superfund process. EPA will prepare fact sheets two to four times a year, as site events warrant.

Conduct Community Interviews and Personal Visits

EPA will conduct community interviews or personal visits with area residents to address the concerns and needs of the public. These interviews provide an effective way for EPA to learn about community concerns or to answer questions about the North Penn Area 12 Site. EPA also will use these interviews to inform the public of current site status and future site activities. EPA conducted two rounds of interviews on January 24, 1994, and January 25, 1994, to develop this community relations plan. EPA encourages the public to contact the Community Involvement Facilitator to request an interview or personal visit.

Maintain a Site Mailing List

To disseminate information easily and effectively to interested parties, EPA will maintain an up-to-date mailing list of those individuals, businesses, or organizations interested in the North Penn Area 12 Site. The list will include the names, addresses, and telephone numbers of area residents and businesses; local, state, and Federal officials; and other interested groups. EPA uses this list for the mailing of site-related documents, such as fact sheets. EPA maintains this listing in its Region III Office in Philadelphia, PA. To protect the privacy of the listed persons, EPA will not release the list to the press or general public.

Provide News Releases to the Local Media

To ensure that the public receives accurate and timely information on site-related activities and developments at the North Penn Area 12 Site, EPA will contact the local news media. As site events progress and EPA reaches developmental milestones, EPA will provide information to the local news media about the purpose, location, and time of public meetings and about the availability of site-related information at the site repository. EPA will send notices announcing these events to the newspapers and television and radio stations that serve the local community.

Hold Public Meetings or Information Session for Residents and Local Officials

EPA will hold meetings or present informational exhibits for the public and local officials to inform the community of site activities. Public meetings offer an excellent forum for the public to express their concerns and ask questions about the site and site activities. Informational exhibits, such as poster or display exhibits, allow EPA to present site-related information to the public in an informal setting. EPA will hold public meetings or informational sessions for the North Penn Area 12 Site when the site cleanup reaches significant milestones or when the community requests a meeting. Suggested locations for public meetings or informational sessions are listed in Appendix B of this plan.

Maintain Contact with Local Officials

EPA will maintain regular contact with local officials to inform them of the schedule of activities and major findings at the site. By maintaining regular contact with local officials, EPA can effectively address any public concerns that arise. As site events develop, EPA will contact local officials to keep them informed. They, in turn, can respond accurately and immediately to questions raised by their constituents.

Maintain a Toll-Free Telephone Number for Residents

EPA maintains a toll-free telephone number for interested persons or parties to call for information about the North Penn Area 12 Site. Anyone with questions or comments regarding the site may call 1-800-553-2509.

SECTION 6.0 TECHNICAL ASSISTANCE GRANT INFORMATION

EPA provides Technical Assistance Grants (TAGs) of up to $50,000 as part of its Superfund community relations program. The technical assistance Grant program enables citizens residing near a site to hire a technical expert to review and interpret site reports generated by EPA or other parties. Complete information on Technical Assistance Grants is available in a document published by EPA titled The Citizen's Guidance Manual for the Technical Assistance Grant Program. This document is made available at the local information repository (see Appendix B) along with other site-related information. EPA accepts applications for Technical Assistance Grants as mandated by CERCLA, as amended by SARA. Only one group per site can receive a Technical Assistance Grant, so EPA urges local groups to join together to apply.
