Osborne Landfill

Issues an Explanation of Significant Differences for the Osborne Landfill Superfund Site Record Of Decision # 2

On August 24, 1998, the U.S. Environmental Protection Agency (EPA) issued the second of two Explanations of Significant Difference (ESD) for the Osborne Landfill Site located in Pine Township, Mercer County, Pennsylvania. This ESD, also approved by the Pennsylvania Department of Environmental Protection (PaDEP), makes a minor change to the cleanup plan stated in a Record of Decision (ROD # 2) based on new information found during the cleanup process. This ESD updates ROD # 2, covering all site groundwater and the wetlands to the southwest of the site, issued on December 30, 1997.

The cleanup decision documented in the 1997 ROD selected natural attenuation with moni- toring as the remedy for OU 2, specifying the wells to be monitored. This ESD removes two abandoned Remedial Investigation/Feasibility Study wells from the monitoring process. The new performance wells will monitor the same area previously monitored.
