Where Is The Site And What Happened There?

The Morgantown Ordnance Works Site is located in Monongalia County on the west bank of the Monogahela River. The site lies approximately one mile south of Morgantown, West Virginia. Beginning in 1941, several chemical companies produced ammonia, methanol, and other organic chemicals at the site.

In order to better address the contamination on-site, EPA divided the site into two areas or Operable Units (OUs). OU-1 is located in the southern portion of the property. This area was used for waste disposal and includes an inactive landfill, a scraped area, and former lagoons. OU-2 encompasses the entire northern portion of the site which was used for chemical manufacturing and currently is an industrial park.

What Is Happening At The Site?

The U.S. Environmental Protection Agency (EPA) is working with the potentially responsible parties (PRPs) to clean up contamination at the site. The PRPs have completed the first three pre-cleanup actions for OU-1. A fourth, a wetlands assessment, will be conducted in April to ensure that the cap to be placed on the landfill will not impact local wetland areas. The pre-cleanup actions include:

  1. sampling soils and sediments;
  2. erecting a fence around the affected area;
  3. removing drums containing waste leftover from the OU-1 Remedial Investigation; and
  4. conducting a wetlands assessment.

Currently, treatability studies are being conducted for a type of treatment known as bioremediation. These studies will either confirm that this treatment method can effectively clean up the contaminated soil at OU-1, or prompt EPA to select a different cleanup option.

Cleanup Activities For OU-2 (Industrial Area)

The PRPs completed field work, which included extensive sampling at OU-2, and submitted a draft Remedial Investigation Report to EPA. The Report identifies the type and amount of contamination. The Report showed that only isolated areas of OU-2 are contaminated. In addition to this Report, the PRPs submitted a proposal to conduct short-term removal actions at OU-2 rather than a long-term cleanup. EPA believes the idea of conducting a removal action has merit and intends to begin negotiating an agreement with the PRPs to conduct this work.
