State Correctional Institution at Dallas, Pennsylvania- Respondent violated the terms of its National Pollutant Discharge Elimination System (NPDES) permit by exceeding its permit limit for various parameters on a number of occasions.  These exceedances constitute a violation Sections 301(a) and 402 of the CWA, 33 U.S.C. §§ 1311(a) and 1342.  Also, Respondent violated requirements of the Spill Prevention Control and Countermeasure regulations, which are intended, in relevant part, to prevent discharges of oil from onshore facilities, in violation of Section 311 of the CWA, 33 U.S.C. § 1321.  These violations were discovered as part of a multimedia inspection of the State Correctional Institution at Dallas, Pennsylvania, by EPA.  In addition to the CWA violations discussed above, the proposed penalty assessment will include penalties pursuant to the Resource Conservation and Recovery Act (RCRA) and the Clean Air Act (CAA). World War II Memorial Site, DC- In accordance with Section 402(a)(1) of the Clean Water Act (the “Act”), 33 U.S.C. §1251 et seq., notice is hereby given that the United States Environmental Protection Agency (EPA) is proposing to reissue a National Pollutant Discharge Elimination System (NPDES) permit to the United States National Park Service for their facility (World War II Memorial Site) which is located at 17th Street and Independence Avenue in the southwest section of Washington, D.C.   The Permit would allow continuation of a comingled discharge of treated groundwater, fountain water and storm water to the Tidal Basin, an impoundment bordering the Middle Potomac River and the Washington Ship Channel. Bull Creek Channel Restoration Project, Tarentum Borough, Allegheny County, Pennsylvania - Tarentum Borough is located in the eastern portion of Allegheny County, north and east of Pittsburgh and adjacent to the Allegheny River.  Bull Creek is a small stream that runs through the Borough which ends at the confluence with the Allegheny River in the Borough.  Severe flooding of Bull Creek occurred on September 17, 2004 from Hurricane Ivan which was deemed a 500-year storm, causing significant property damage to residential and commercial properties along the Creek in the Borough. EPA has issued a finding of no significant impact related to the County's proposed stream bank restoration and dredging project in the area directly impacted by Hurricane Ivan.
