In March 2006, a Delaware Department of Natural Resources and Environmental Control (DNREC) Corrective Action Permit was issued for the DuPont Edge Moor Plant. One of the permit requirements was to conduct a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) for potential or suspected releases of hazardous waste or hazardous constituents at specified Solid Waste Management Units (SWMUs) identified at the facility. A Phase I RFI was completed in 2008 and a Phase II RFI was completed in 2011. The purpose and objectives of the Phase I and Phase II investigations were to:
DNREC approved the Phase I RFI Report in September 2009 and the Phase II RFI Report was approved in November 2011. There were a total of 29 SWMUs investigated during the Phase I and Phase II RFI; twelve of these SWMUs and the site wide groundwater require no further investigation and will be addressed under a Risk Analysis Report and Corrective Measures Study. The Risk Analysis Report is currently being drafted by DuPont. This analysis would evaluate a remedial response as part of a subsequent Corrective Measures Study if necessary.
DuPont prepared the Environmental Indicator Determination Report, Current Human Exposure Under Control, (CA725), and the Environmental Indicator Determination Report, Migration of Contaminated Groundwater Under Control, (CA750) for DNREC. Both documents were submitted in September, 2012.
Background
The DuPont Edge Moor facility (site) is an approximately 115-acre pigment manufacturing facility located in Edgemoor, Delaware, just east of the city of Wilmington, Delaware. The facility operates one titanium dioxide (TiO2) production line, which is used for the paper and paint industry. The site also produces titanium tetrachloride (TiCl4) and ferric chloride.
The pigment is produced by processing naturally occurring ilmenite ore to separate TiO2 from other metal oxides. The TiO2 is then treated to impart different desired properties.
The site was historically a residence and farm from 1682 until the early 1930s. At that time, it was purchased by Krebs Company to produce TiO2. In 1935, DuPont purchased the site and continued to produce TiO2.
RCRA Corrective Action activities at this facility are being conducted under the direction of the Delaware Department of Natural Resources and Environmental Control (DNREC) with assistance from EPA Region 3.
After issuing the draft Corrective Action Permit, DNREC scheduled a 45-day public comment period from July 31 through September 14, 2005, to allow the community an opportunity to review the draft permit .
DuPont prepared a Public Participation Plan, to outline its communications strategy with citizens and the Citizen Advisory Panel (CAP). The Edge Moor Site team meets with the CAP periodically .
Contaminants and Risks
