Region 3’s first Facility-Lead Agreement was with the University of Virginia (UVA) in Charlottesville, Virginia. A site visit in September 1999 proved that the University was a good candidate for the Facility-Lead Corrective Action Program. The University had already voluntarily completed a preliminary investigation of several former waste disposal areas. EPA Region 3 and the Virginia Department of Environmental Quality (VADEQ) believed that the Facility-Lead Program at UVA would result in a streamlined process for the attainment of the environmental goals and overall facility cleanup. Since the September 1999 visit, UVA has submitted a Corrective Action Workplan for investigating the two remaining former waste disposal areas and field work was initiated in September 2000. In approximately four months from the date of the initial visit, UVA sent in a letter of commitment, developed a workplan and initiated the investigations. In accordance with the workplan, UVA has completed all field investigation activities, including three rounds of groundwater sampling and submitted a final report in October 2001.  EPA conducted an additional round of sampling in May 2002 to verify UVA’s results. By March 2004, EPA and VADEQ had issued the final decision of Corrective Action Complete without Controls, completing the corrective action process in under five years.

Site Excavation Site Excavation New Store Placed on Excavated Site

Hand Craft Services operated a dry cleaning and healthcare business for nearly 32 years in Richmond, Virginia. In 1996 the property was closed. In April 2002, Pier 1 Importers expressed interest in this property to build their 1000th store. Closure activities were initiated with the Virginia Department of Environmental Quality (VADEQ) and during these closure activities both soil and groundwater contamination in excess of allowable levels had been discovered. Pier 1 was still interested in the property as long as all soil disturbances associated with the corrective action be completed by August 1, 2002. VADEQ wanted to see this site redeveloped and therefore looked at all options at the State level to address this facility in a very short time frame. No state option was found so they approached EPA Region 3 to determine if this was a good facility for the Region's Facility Lead Program. EPA and Virginia presented this option to Hand Craft and the developer and they were very receptive. Therefore, on June 14, 2002 EPA issued a Facility Lead Agreement to Hand Craft Services for the investigation and remediation of their Richmond, Virginia facility. EPA, VADEQ and Handcraft made this a top priority and all parties worked together to meet the August 1st deadline. Hand Craft completed a RCRA Facility Assessment, excavated over 325 cubic yards of soil, treated the groundwater with potassium permanganate , and installed injection wells. On July 31, 2002 EPA and VADEQ cosigned a "comfort letter" to Hand Craft assuring them that remediation of the soils had been completed, and they may proceed with the redevelopment of the site. Due to the use of the Facility Lead Agreement the August 1, 2002 date was made and the property was successfully redeveloped to house the 1000th Pier 1 store.
