Several investigative efforts have occurred at the facility in the past couple of years to characterize chlorinated organic contamination beneath the central portion of the facility. These efforts will be described in detail in the forthcoming remedial investigation conducted under the Act 2 program and PADEP oversight. The remedial investigation is anticipated to be submitted by late 2013/early 2014, with a risk assessment and potential feasibility study of remedial options following several months after the investigation.
General Electric Space Systems Division owned and operated the facility from 1961 to the 1990s, when it was sold to Lockheed Martin. The facility has conducted research and development of aerospace systems and limited small-scale manufacturing of these systems since its inception, although from 2000 to 2007 most of the manufacturing operations were decommissioned.
Soil and groundwater beneath the central portion of the facility is contaminated primarily with tetrachloroethene (PCE) along with lower levels of other chlorinated ethenes. Groundwater is not used for any purposes at the Facility. Vapor intrusion into buildings above the contamination may be a significant exposure pathway and will be evaluated in the risk assessment. Other exposure routes to contamination will be characterized in the remedial investigation and evaluated in the risk assessment as well; however, preliminary results suggest that other exposures to contamination beneath the central portion of the facility are likely to be insignificant.
Institutional controls ensuring groundwater is not used and that facility property is only used for non-residential purposes are likely to be part of the final remedy for the facility.
