Status
The final remedy for the facility is complete and consists of an institutional control to restrict groundwater use beneath the central area of the facility, defined as the Affected Property in the environmental covenant. The Final Decision for the facility was issued by EPA on September 28, 2012.
An Environmental Indicator (EI) inspection of the facility was conducted in July 2002 to determine whether human exposures to contamination and migration of contaminated groundwater are under control. This inspection noted that several investigations and removals in the 1990s associated with underground storage tanks revealed the presence of benzene, toluene, ethyl benzene, and xylenes (BTEX) and total petroleum hydrocarbons (TPH) in subsurface soil and groundwater. Grove completed cleanup of the facility in May 2007 under PADEP supervision through the Act 2 Land Recycling program. Both EIs were determined to be under control after EPA visited the site in December 2009 and obtained more information on previous remedial activities. Background
The Grove facility is situated on 300 acres approximately one-half mile west of Shady Grove, Franklin County, Pennsylvania. Grove began operations in 1947 at the facility and developed their first crane in 1952. From that time until the present, Grove has manufactured and assembled several varieties of cranes and aerial work platforms. Grove’s ownership has changed several times over the years: Kidde Industries in the1960s, Hansen Trust in the 1980s, Keystone in the 1990s, and presently the Manitowoc Company.
Contaminants and Risks
Primary contaminants at the facility include BTEX and TPH in subsurface soil and groundwater. In 2007 contaminant concentrations were modeled to determine the extent of potential contamination and to identify receptors to remaining contamination at the facility. Results showed that contamination was unlikely to migrate off-site and an environmental covenant was developed to restrict groundwater use beneath the central portion of the facility to ensure that no exposures to groundwater in this area occur.
Institutional Controls
An institutional control preventing groundwater use in the central portion of the facility was codified in an environmental covenant recorded with the deed for the facility in February 2008.
