Three disposal lagoons (approximately 6 acres) were utilized by Talon from 1948 to 1985. They contained industrial waste sludge classified as hazardous waste due to metal concentrations. In 1985, two of the lagoons were closed by placement of synthetic cap. The third lagoon was not stable due to high liquid component and could not achieve load bearing capacity for a cap until the fall of 1988. Cover was established in the spring of 1989. A final inspection of the closure was conducted by Pennsylvania Department of Environmental Protection (PADEP) in November 1989 and found that the closure was completed as per the approved closure plan and regulations.
Fencing of the site has been established and is maintained to prevent human entry.
A post closure monitoring system is in place and quarterly monitoring is submitted by Talon, Inc. of Charlotte, NC, a division of Coats North American of Toccoa, GA.
The facility’s owner maintains a local contractor as a liaison to deal with, if any, environmental community involvement activities.
Monitoring has taken place for approximately 16 years for the lagoons on site with only sporadic detection of volatile organic constituents which were slightly above detection limits. PADEP presently requires quarterly monitoring for specific parameters which include the metals arsenic, cadmium, and chromium and specific groundwater quality indicators such as pH, specific conductivity and Total Organic Carbon. Volatile Organic Compounds (VOC’s) are no longer monitored as a post closure requirement for the lagoons.
The latest triennial Comprehensive Monitoring Evaluation was performed by PADEP in 1998.
Post closure groundwater monitoring activities are ongoing. The facility’s owner may request a reduction of monitoring frequency and associated parameters in the future.
RCRA Corrective Action activities at Talon facility are being conducted under the direction of the Department of Environmental Protection (PADEP). The investigation and any necessary clean up activities are being implemented in accordance with the ongoing post closure groundwater monitoring program.
There are no institutional controls at this time.
Talon Incorporated, located in West Mead, Crawford County, Pennsylvania, is a manufacturer of slide fasteners for the wearing apparel trade and other fastener applications. The former operations of this plant consisted of metal fabrication consisting of blanking, drawing, die casting, coining, cold rolling and forming of wire. Operations have ceased.
