Status
A Consent Assessment was signed by Osram and Pennsylvania Department of Environmental Protection (PADEP) in March 1995. The Assessment covered the incidences of cyanide exceeding the facility’s NPDES permit requirement.
In November 1995, Osram and PADEP signed a Consent Assessment that covered a “milky white” substance coming from the Irvine Street storm water outfall on May 9, 1995.
In July 2000, EPA performed an Environmental Indicators visit and made a determination that no further corrective action is necessary at this time.
All manufacturing operations closed at the facility during period 2004-2006. All decommissioning work was completed in 2008. According to a 2009 PADEP RCRA on-site Compliance Evaluation Inspection, the Facility was in compliance. Operations continue in the engineering and research building and the Plastics Plant.
In February 2012, EPA determined to issue the Corrective Action Complete without Controls to Osram.
There are no institutional controls at this time.
Facility Description
The Osram facility is located at 819 Lexington Avenue, in Warren, Warren County, Pennsylvania. Osram manufactures and assembles electronic pin connectors, lighting and related devices, primarily for auto parts market. The facility was formerly owned and operated by the GTE Corporation, which sold the facility and product line to Osram in February 1993. The plant has been in operation since 1956. Prior to that time the land belonged to United Refining oil refinery. The facility is approximately 20 acres in size and is divided by Lexington Avenue. The site holds four process buildings, an engineering and research building, two drum storage areas, a wastewater treatment system, and a storage area for wastewater treatment storage. The process buildings include the Wire Plant, Plastics Plant, Specialty Metal Operation Plant, and Precious Metals Plating Building.
