Government Performance and Results Act
The 1993 Government Performance and Results Act (GPRA) holds federal agencies accountable for using resources wisely and achieving program results. The GPRA requires agencies to develop plans for what they intend to accomplish, measure how well they are doing, make appropriate decisions based on the information they have gathered, and communicate information about their performance to Congress and to the public.
In response to this legislation, EPA's RCRA Corrective Action program developed two Environmental Indicators to measure short term progress in protecting human health and the environment and to meet the objectives of GPRA. The Environmental Indicators are "Current Human Exposures Under Control" (CA725), and "Migration of Contaminated Groundwater Under Control" (CA750). These indicators address two of the Agency's highest short- term priorities: (1) the protection of human health by preventing current exposures to contamination; and (2) the protection of our nation's groundwater resources by preventing the further spread of groundwater contamination.
While the ultimate goal of RCRA Corrective Action is to achieve final site-wide cleanups, EPA is measuring the short-term success of the program by tracking achievement of the Environmental Indicators (EIs). EPA is currently focusing on the high priority facilities because they likely pose the greatest threat. Previous to the enactment of the GPRA, EPA developed the National Corrective Action Prioritization System (NCAPS), a screening tool to rank facilities subject to RCRA Corrective Action as high, medium, or low priority.
EPA Region 3’s Fiscal Year 2005 Baseline included 284 sites:
• Region 3 exceeded the FY2005 GPRA Goals.
• Region 3 completed 280 (99%) of the Human Health Exposure Environmental Indicators
• Region 3 completed 221 (78%) of the Groundwater Migration Under Control Environmental Indicators
• Significant focus placed on reuse of contaminated land; 19% of sites are being reused or have a plan for reuse
Migration from FY2005 accomplishments to FY2008 goals
EPA’s goal for fiscal year 2008 is to have human exposures under control at a minimum of 95% of the baseline facilities in Region 3. While this target percentage is identical to the fiscal year 2005 target percentage, the 2008 baseline contains 289 facilities whereas the 2005 baseline contained only 284 facilities. Therefore, achieving the 95% target percentage by FY2008 will result in human exposures under control at several additional facilities. The percentages depicted below represent the 2008 baseline facility goals.
In addition to measuring the short-term EI goals, in fiscal year 2005, the RCRA Corrective Action program began to track two new measures to evaluate its success in achieving final cleanups. The new measures are site-wide Remedy Selection and site-wide Construction Complete. In order to meet the national GPRA Corrective Action Goals, EPA Region 3 has proposed to achieve the following strategic targets in FY2008:
• Site assessments leading to final assessment decision will be performed at 100% of the RCRA facilities
• Current human exposures are under control at 95% of the high priority RCRA facilities
• Migration of contaminated groundwater is under control at 80% of the RCRA facilities
• Remedy selections designed to clean up contamination to risk levels that are protective of human health and the environment have been selected at 36% of the high priority RCRA facilities
• Construction of final remedies is complete at 27% of the high priority RCRA facilities

2020 Corrective Action Universe
Looking ahead to 2020, EPA’s long-term goal for Corrective Action is to complete construction of final remedies at 95 percent of all low, medium, and high priority facilities. This new 2020 Baseline Universe includes 3,746 facilities nationally. In EPA Region 3, this expands the Baseline Universe from 289 to 598 facilities.
Additional goals of EPA’s 2020 Vision are to:
• Capitalize on redevelopment potential to accelerate cleanups
• Develop ways to accelerate the cleanup progress
• Develop and provide training as necessary
• Develop strategies for measuring and reporting annual progress toward meeting the 2020 goal
