Government Performance and Results Act
The 1993 Government Performance and Results Act (GPRA) holds federal agencies accountable for using resources wisely and achieving program results. The GPRA requires agencies to develop plans for what they intend to accomplish, measure how well they are doing, make appropriate decisions based on the information they have gathered, and communicate information about their performance to Congress and to the public.
In response to this legislation, EPA's RCRA Corrective Action program developed two Environmental Indicators to measure short term progress in protecting human health and the environment and to meet the objectives of GPRA. The Environmental Indicators are "Current Human Exposures Under Control" (CA725), and "Migration of Contaminated Groundwater Under Control" (CA750). These indicators address two of the Agency's highest short- term priorities: (1) the protection of human health by preventing current exposures to contamination; and (2) the protection of our nation's groundwater resources by preventing the further spread of groundwater contamination.
Previous to the enactment of the GPRA, EPA developed the National Corrective Action Prioritization System (NCAPS), a screening tool to rank facilities subject to RCRA Corrective Action as high, medium, or low priority. Through 2005, EPA measured the short-term success of the program by tracking achievement of the Environmental Indicators (EIs) for the high priority facilities because they likely posed the greatest threat. The total number of facilities on Region 3’s 2005 baseline was 284 facilities. In 2008 achievement of the “Construction Complete” milestone was tracked in addition to the EIs and the baseline of facilities for Region 3 high priority facilities was increased to 289.
EPA Region 3’s Fiscal Year 2008 Baseline included 289 sites:
• Region 3 exceeded the FY2008 GPRA Goals.
• Region 3 completed 283 (98%) of the Human Health Exposure Environmental Indicators.
• Region 3 completed 240 (83%) of the Groundwater Migration Under Control Environmental Indicators.
• Region 3 completed 105 (36%) of the Construction Completions.
• Significant focus placed on reuse of contaminated land; 19% of sites are being reused or have a plan for reuse.
Migration from FY2008 accomplishments to FY2011 goals and beyond
Starting in fiscal year 2009 and carrying through to 2020 EPA will increase the number of facilities on the baseline to include all NCAPs high, medium and low priority facilities. The new baseline, known as the 2020 Baseline Universe includes 3,746 facilities nationally. In EPA Region 3, this expands the Baseline Universe from 289 to 597 facilities. EPA’s goals for the EIs and Construction Complete for fiscal year 2011 are:
- Complete 390 facilities (65% of the 2020 Baseline) for the Human Health Exposure Environmental Indicator
- Complete 334 facilities (56% of the 2020 Baseline) for the Groundwater Migration Under Control Environmental Indicator
- Complete 193 facilities (32% of the 2020 Baseline) Construction Completions.
While this target percentage is less than the fiscal year 2008 target percentage, the 2020 baseline contains 597 facilities whereas the 2008 baseline contained only 289 facilities. Therefore, achieving the 65% target percentage by FY2011 will result in human exposures under control at several additional facilities. The percentages depicted below represent the 2011 baseline facility goals.
In order to meet the national GPRA Corrective Action Goals, EPA Region 3 has proposed to achieve the following strategic targets in FY2008:
• Site assessments leading to final assessment decision will be performed at 100% of the RCRA facilities on the 2020 baseline
• Current human exposures are under control at 65% of the 2020 baseline RCRA facilities
• Migration of contaminated groundwater is under control at 56% of the 2020 baseline RCRA facilities
• Construction of final remedies is complete at 32% of the 2020 baseline RCRA facilities
597 facilities are currently on the FY2011 baseline
2020 Corrective Action Universe
Looking ahead to 2020, EPA’s long-term goal for Corrective Action is to complete construction of final remedies at 95 percent of all low, medium, and high priority facilities. This new 2020 Baseline Universe includes 3,746 facilities nationally. In EPA Region 3, this expands the Baseline Universe from 289 to 597 facilities.
Additional goals of EPA’s 2020 Vision are to:
• Capitalize on redevelopment potential to accelerate cleanups
• Develop ways to accelerate and streamline the cleanup progress
• Develop and provide training as necessary
• Develop strategies for measuring and reporting annual progress toward meeting the 2020 goal
