Status
- R. R. Donnelley and Sons (RRD) is a rotogravure printing plant, currently operating eight presses, and seven Aboveground Storage Tanks (ASTs) for solvent, ink and fuel storage. Facility operations began with two printing presses in 1971; another six have been added since that time. RRD purchased the facility in 1990.
- Currently the site maintains a Title V air permit and a Virginia Pollution Discharge Elimination System (VPDES) General Permit. Additionally all hazardous chemicals and wastes are stored in areas with impermeable surfaces and most have secondary containment.
- A Final RCRA Site Visit Report was issued on March 18, 2008 for the Facility. A Statement of Basis (SOB) was noticed in The News & Advance on April 15, 2009. The EPA issued its Final Decision regarding the Facility on May 28, 2009 stating that Corrective Action was Complete without Controls.
Background
- R. R. Donnelley and Sons is a rotogravure printing plant located at 4201 Murray Place in Lynchburg, Virginia. The Facility is located in an industrial and residential area.
- The facility is supplied with potable water by the City of Lynchburg, and discharges sanitary sewage and pretreatment system wastewater to the publically owned treatment works. The closest water body is Fishing Creek, northeast of the site. One solvent release occurred in 1998 to Fishing Creek, however 2007 sampling results indicated concentrations below detection limits or below USEPA Region III Risk Based Concentrations for industrial and residential scenarios.
- The closest residence is approximately ½ mile from the RRD Facility.
- Eighteen Underground Storage Tanks (USTs) were used from 1971 until 1988 for solvent and ink storage. These tanks were removed in 1998, and a 2007 sampling and testing program indicated non-detects for constituents of concern (COCs) including volatile organic compounds (VOCs).
