Region 3 Lead Grant Program
Under the Toxic
Substances Control Act (TSCA) § 404(g), EPA has made available
non-matching financial assistance with all the regional States to
develop and/or carry out authorized
programs for the accreditation of training programs, the certification
contractors and firms engaged in lead-based paint activities, and Lead
Pre-Renovation Education Rule.
In Fiscal Year 2001, all six grantees were awarded grants to support their lead regulatory program.

The Delaware Department of Health and Social Services TSCA 404(g) grant totals $226,308 and funds the following activities:
increase the number of certified abatement firms and the number of workers certified to perform lead-based paint activities.
reduce blood lead levels in children under 72 months.
increase the number of targeted on-site inspections based on lead hazard notices.
issue credentials for qualified worker disciplines and maintain management of lead training and certification program.

The District of Columbia Department of Health Environmental Health Administration TSCA 404(g) grant totals $228,730 and funds the following activities:
outreach and assistance to the regulated public about lead training and certification laws.
inspections and enforcement of the Districts rules that govern lead-based paint activities.
certification of lead-based paint abatement workers, supervisors, inspectors, risk assessors, and project designers, accreditation of lead training providers, tracking of abatements, and grant administration.
The second grant, the EPA/HUD II grant, totals $115,892 and supports the following activities:
respond to tips and complaints of possible violations of the Districts lead training and certification laws and revision of procedures to enforce violations.
targeting of inspections and development of procedures to audit training providers.
management of exams for those seeking certification, auditing of training providers, compliance assistance for those regulated under the Districts training and certification laws, communication with EPA regarding the Districts application seeking authorization of the Federal lead Paint Training and Certification Program, and grants administration.

The Maryland Department of the Environment TSCA 404(g) grant totals $494,389 and funds the following activities:
continue management and enforcement of the accreditation regulations.
oversee contractors that have been accredited in order to assure accuracy and competency.
reduce the incidence of childhood lead poisoning by implementing and enforcing the risk reduction standards and property registration for pre-1950 rental property.
investigate childhood lead poisoning cases and assure that lead hazards are reduced.
provide information and education to the citizens of Maryland concerning the hazards of lead in the environment and regulatory requirements that relate to these hazards.

The Virginia Department of Health TSCA 404(g) grants totals $342,767 and funds the following activities:
link computer systems for tracking contractor certification, notification and inspection of lead-based paint abatement projects.
train and certify building officials and environmental health staff to provide inspections and risk assessments.
improve the data collection and management system in conducting program evaluations.
provide compliance assistance, public education and support for family-centered, community based activities targeting low-income and minority populations.

The Pennsylvania Department of Health TSCA 404(g) grant totals $346,341 and funds the following activities:
certification of individuals in all lead-based paint disciplines.
accreditation of training providers.
outreach and awareness to the regulated public about training and certification laws.
train enforcement inspectors on staff
and conducting enforcement activities.
The second grant, the EPA/HUD II grant, totals $200,000 and supports the following activity:
create a media outreach campaign with the Pennsylvania Department of Health and contracted vendor that will highlight PAs Act 44/The Certification and Accreditation Act, and TSCA Section 406(b) Pre-Renovation Lead Information Rule targeted to high-risk areas in the Commonwealth (focusing initially in Most-at-Risk cities).

The West Virginia Bureau of Public Health TSCA 404(g) grant, totals $219,718 and funds the following activities:
continue implementing the notification procedure for lead abatement projects.
conduct environmental lead assessments of housing where children are reported with elevated blood-lead levels.
continue providing education and outreach information to lead contractors, inspectors, worker, risk assessors, county/city building code officers that are directly involved with lead issues daily.
management of third party testing for individuals seeking certification required by EPA. Auditing of training providers, compliance assistance for those regulated under the West Virginias training and certification laws.
continue to establish computerized licensing database with photo identification cards for the licensing of lead professionals. The development and implementation of a complaint tracking system and establish a procedure for complaint investigations.
